A 54-year-old man with a lengthy criminal history was apprehended earlier this month during a burglary in Roscoe Village, despite having three active warrants and being on electronic monitoring, as per prosecutors and court documents.

Ruben Malave, a repeat offender with 13 burglary and theft convictions, was arrested by Chicago police at 3:23 a.m. on July 7 after breaking into a residential building on West Belmont and stealing packages. Authorities found Malave in possession of burglary tools such as bolt cutters, wire cutters, and a flathead screwdriver. He now faces charges of burglary and possession of burglary tools.

Court records revealed that Malave had three outstanding warrants due to his failure to appear in court for three pending burglary cases at the time of his latest arrest. Despite being on electronic monitoring with a nighttime curfew, he was out past 3 a.m.

The pending cases involve accusations of breaking into a West Loop condo building on West Adams in September 2024 and stealing bicycles, with Malave being identified through surveillance footage.

Malave has a history of criminal activity spanning over a decade. In 2022, he was sentenced to four years in prison for multiple burglaries and felony thefts. Prior to that, in 2011, he received over seven years for burglary and 18 months for another felony theft conviction. In 2019, he was sentenced to two years for felony theft in a case initially charged as burglary.

Despite his repeated offenses and convictions, Malave continues to cycle through the criminal justice system, raising concerns about the effectiveness of the current system in deterring repeat offenders from committing further crimes.

It is evident from Malave’s case that the criminal justice system needs to address the issue of repeat offenders more effectively to prevent them from continuing their criminal activities.
