EXPANDING OUR ARCTIC CAPABILITIES: President Donald J. Trump has officially enacted a Presidential Memorandum to initiate the construction of up to four Arctic Security Cutters (ASCs) overseas to tackle pressing national security requirements in the Arctic area.

  • The Memorandum exercises the President’s authority under 14 U.S.C. 1151(b) and 10 U.S.C. 8679(b), permitting foreign construction as a necessity for national security.
  • It instructs the U.S. Coast Guard to present a phased plan for ASC construction aimed at fostering the domestic on-shoring of expertise for future ASC development.
  • In conjunction with this decision, the President has also entered into a Memorandum of Understanding with Finland to build these four ASCs in Finnish shipyards, subsequently utilizing Finnish expertise to construct up to seven additional ASCs within U.S. shipyards.
  • The United States and Finland will work closely to accelerate the enhancement of the ASC fleet, thus revitalizing the shipbuilding sectors in both nations.

<strong STRENGTHENING ARCTIC DEFENSE: This Memorandum responds to escalating strategic rivalry, assertive military actions, and economic encroachment by foreign nations, all of which threaten U.S. interests in the Arctic.

  • The U.S. Coast Guard currently lacks a sufficient fleet of ASCs and Arctic-capable vessels to meet operational demands, posing a national security concern.
  • At present, the Coast Guard’s operational polar fleet consists of only two functioning ASCs, one commissioned in 1976 and the other, previously a commercial vessel, added to the fleet just last month. The Coast Guard estimates that at least nine ASCs are necessary to fulfill national security requirements throughout the year in the Arctic.
  • Hostile military and economic strategies by adversaries in the Arctic threaten U.S. sovereignty, shipping routes, and energy resources.
  • Engaging in foreign construction of ASCs serves as a temporary solution to address a critical capability gap, while also stimulating future domestic investments in shipbuilding that will secure the necessary supply of cutters for the Coast Guard.
  • Partnerships with Finnish shipyards will generate significant job opportunities for Americans, bring advanced shipbuilding technologies to the U.S., and result in billions of dollars in new economic investments.
  • These new vessels, predominantly manufactured in the U.S., will rank among the most advanced icebreaking ships globally.

STRENGTHENING OUR NATIONAL SECURITY OBJECTIVES: President Trump is committed to ensuring that the United States possesses the robust defense capabilities essential for protecting American interests against worldwide threats, particularly in the Arctic.

  • During his first term, President Trump issued a Presidential Memorandum aimed at accelerating the U.S. icebreaker initiative.
  • In August, the U.S. Coast Guard integrated an ASC into its fleet for the first time in 25 years—marking the beginning of a series of ASCs expected to enhance the Coast Guard’s capabilities soon.
  • President Trump’s One Big Beautiful Bill allocates nearly $9 billion for the construction of a trilogy of heavy, medium, and light ASCs.
  • President Trump stated: “The U.S. needs icebreakers, and if we can secure them affordably, I would prefer to pursue that.”
  • This initiative aims to restore America’s status as a formidable Arctic power following periods of neglect that allowed our naval and Arctic capabilities to deteriorate.
