In 1788, James Madison articulated in Federalist 51:
To adequately establish a framework for the distinct exercise of governmental powers—recognized as essential for safeguarding liberty—it is clear that each branch should possess its own will and that its members should be appointed in a manner that minimizes their influence over the others.
