Xcel Energy Seeks $355.5 Million Rate Increase in Colorado

Xcel Energy, the largest electric utility in Colorado, has requested a rate increase of $355.5 million from state regulators. If approved, this rate hike would result in a nearly 10% increase in the average residential electric bill per month.

The proposal was filed by Xcel with the Colorado Public Utilities Commission, with a public hearing expected to take place after testimonies from various parties. The rate increase, if approved, is set to take effect in September 2026.

Xcel Energy-Colorado President Robert Kenney explained that the last rate increase occurred in 2022, with the average residential bill rising by 3.2% at that time. The rate base represents the utility’s investments to provide services and earn a regulated rate of return.

Kenney stated, “This rate case is to recover costs associated with investments made over the last three years.” However, the Utility Consumer Advocate expressed concerns over the size of the proposed increase, especially during challenging economic times.

The increase is primarily attributed to Xcel’s capital spending on distribution, transmission, and generation. The Utility Consumer Advocate questioned the company’s investment priorities and approach to infrastructure upgrades.

Despite criticisms, Xcel has emphasized its investments in safety, reliability, resilience, and carbon emission reduction. The utility has reduced carbon emissions by 57%, aligning with the state’s goal to cut greenhouse gas emissions by 80% from 2005 levels by 2030.

Xcel is currently enhancing its electric grid through a $1.7 billion transmission project known as the Colorado Power Pathway. This initiative includes transmission lines, power substations, and other equipment across 12 counties in eastern Colorado.

While facing scrutiny over rate increases, Xcel has highlighted its efforts to keep bills as low as possible and support customers facing financial challenges. The company is expanding assistance programs and allocating $10 million to help those struggling to pay their bills.

Under the proposed rate hike, average monthly residential bills would increase by 9.9%, with small commercial bills rising by 9.3%-9.4% and large commercial bills by 7.3%-8.6% per month.
