Health Insurance Stocks Surge on News of Possible Extension of Obamacare Subsidies

Health insurance company stocks saw a significant increase on Monday following reports that the Trump White House and Republicans in Congress are considering extending tax credits for individuals with low and moderate incomes to afford coverage under the Affordable Care Act.

The tax credits, also known as subsidies, aim to make health insurance premiums more affordable for individuals. They were expanded by the Biden administration and the Democratic-controlled Congress in 2021, leading to a surge in enrollment in the ACA’s individual coverage. The enhanced subsidies are set to expire at the end of this year, but have played a crucial role in boosting the popularity of Obamacare and increasing enrollment to over 24 million Americans.

A recent report by Politico revealed that the White House is planning to introduce a health policy framework that includes a two-year extension of Obamacare subsidies, along with new eligibility limits to prevent sharp increases in premiums. Republicans in Congress, who hold the majority, are concerned about being blamed for potential premium hikes if the subsidies are not extended, as polls show widespread support for continuing the tax credits.

While specific details of the extension have not been disclosed yet, the anticipation of the news led to a rise in stock prices for health insurance companies with a significant number of Obamacare enrollees.

Oscar Health, a major provider with around 2 million Obamacare enrollees, saw its shares surge by over 20% to $16.27 on the NYSE. Centene, which has more than 5 million Obamacare enrollees, experienced a 5% increase in its stock price to $38.44. UnitedHealth Group, the parent company of UnitedHealthcare, the largest health insurer in the nation with over 50 million enrollees, saw a modest increase of less than 1% to $321.90.

If Congress fails to extend the tax credits, health insurers have warned that premiums could spike by 75% or more for individuals purchasing coverage through healthcare.gov or state exchanges. Open enrollment for health insurance began on November 1 and will continue until December 15.

In response to the uncertainty surrounding the extension of subsidies, health insurers have already started to anticipate a decline in their customer base. UnitedHealthcare, for instance, has indicated that rate increases of over 25% and reductions in service areas could lead to a significant drop in its Obamacare customer base.

As of now, America’s Health Insurance Plans, the industry trade group, has not issued a statement on the potential extension of Obamacare subsidies.
