In accordance with the powers granted to me as President by the Constitution and the laws of the United States, I hereby decree:

Section 1.  Purpose.  Since the inception of our Republic, scientific inquiry and technological advancements have been the lifeblood of American growth and success. Today, we find ourselves in a competitive sprint for global leadership in artificial intelligence (AI), which stands as a vital frontier for both scientific exploration and economic expansion. To meet this challenge, my Administration has launched several initiatives to secure our position, including various Executive Orders and the implementation of America’s AI Action Plan, which emphasizes investment in AI-driven research as a means to hasten scientific progress. In this critical juncture, the obstacles we encounter necessitate a national commitment reminiscent of the Manhattan Project, which was pivotal not only in securing our victory in World War II but also in laying the groundwork for the Department of Energy (DOE) and its laboratories.

This order initiates the “Genesis Mission,” a unified national endeavor aimed at ushering in a new era of AI-enhanced innovation and discovery capable of addressing the most daunting challenges of our time. The Genesis Mission will construct a cohesive AI platform that utilizes Federal scientific datasets—the most extensive collection of its kind, painstakingly compiled through decades of public investment—to develop scientific foundation models and AI agents. These agents will test hypotheses, streamline research processes, and expedite scientific breakthroughs. Our mission unites the nation’s research and development capabilities by merging the talents of exceptional American scientists, including those from our national laboratories, with innovative private enterprises, prestigious universities, and existing research infrastructures, including data repositories and national security installations. Together, we will leverage the ongoing computing revolution and build upon decades of progress in semiconductors and advanced computing technologies. The Genesis Mission promises to accelerate scientific discovery significantly, bolster national security, assert energy independence, enhance workforce productivity, and maximize taxpayer investments in research and development, thereby solidifying America’s technological preeminence and strategic leadership on the world stage.

Sec. 2.  Establishment of the Genesis Mission.  (a)  The Genesis Mission (Mission) is hereby established as a national initiative dedicated to expediting the use of AI for groundbreaking scientific discoveries that address urgent national concerns.

(b)  The Secretary of Energy (Secretary) shall oversee the implementation of the Mission within the DOE, following the guidelines set forth in this order. This includes establishing priorities and ensuring that all DOE resources devoted to the Mission are integrated into a secure, unified platform. The Secretary may appoint a senior political figure to manage the daily operations of the Mission.

(c)  The Assistant to the President for Science and Technology (APST) shall provide overarching leadership for the Mission, coordinating with participating executive departments and agencies (agencies) via the National Science and Technology Council (NSTC) and issuing guidance to align the Mission with national objectives.

Sec. 3.  Operation of the American Science and Security Platform.  (a)  The Secretary shall establish and manage the American Science and Security Platform (Platform) to serve as the Mission’s infrastructure, aiming to provide, in an integrated manner and to the fullest extent permissible under the law:

(i)    High-performance computing resources, encompassing DOE national laboratory supercomputers and secure cloud-based AI computing environments, capable of supporting extensive model training, simulation, and inference;

(ii)   AI modeling and analysis frameworks, including AI agents designed to explore design possibilities, assess experimental results, and automate workflows;

(iii)  Computational tools, such as AI-enabled predictive models, simulation frameworks, and design optimization resources;

(iv)   Domain-specific foundation models across various scientific fields;

(v)    Secure access to relevant datasets, including proprietary, federally curated, and publicly available scientific datasets, as well as synthetic data generated through DOE computing resources, in accordance with applicable laws regarding classification, privacy, and intellectual property protections;

(vi)   Experimental and production tools to facilitate autonomous and AI-assisted experimentation and manufacturing in high-impact sectors.

(b)  The Secretary shall ensure that the Platform is operated in a manner that meets security demands consistent with its national security and competitiveness objectives, adhering to applicable classification, supply chain security, and Federal cybersecurity standards.

(c)  Within 90 days of this order, the Secretary shall identify Federal computing, storage, and networking resources available to support the Mission, encompassing both DOE on-site and cloud-based high-performance computing systems along with resources from industry partners. The Secretary shall also pinpoint any additional partnerships or infrastructure improvements that could bolster the computational foundation for the Platform.

(d)  Within 120 days of this order, the Secretary shall:

(i)    Identify initial data and model assets for the Mission, including digitization, standardization, metadata, and provenance tracking;

(ii)  Create a plan, incorporating appropriate risk-based cybersecurity measures, for integrating datasets from federally funded research, other agencies, academic institutions, and approved private-sector partners, as necessary.

(e)  Within 240 days of this order, the Secretary shall evaluate capabilities across DOE national laboratories and other involved Federal research facilities for robotic laboratories and production sites equipped for AI-directed experimentation and manufacturing, including automated and AI-enhanced workflows, along with the requisite technical and operational standards.

(f)  Within 270 days of this order, the Secretary shall, in compliance with applicable law and subject to available funding, aim to demonstrate a preliminary operational capacity of the Platform addressing at least one of the national science and technology challenges identified in section 4 of this order.

Sec. 4.  Identification of National Science and Technology Challenges.  (a)  Within 60 days of this order, the Secretary shall compile and submit to the APST a detailed list of at least 20 science and technology challenges of national significance that the Secretary believes can be tackled through the Mission, covering priority domains consistent with National Science and Technology Memorandum 2 of September 23, 2025, including:

(i)    Advanced manufacturing;

(ii)   Biotechnology;

(iii)  Critical materials;

(iv)   Nuclear fission and fusion energy;

(v)    Quantum information science; and

(vi)   Semiconductors and microelectronics.

(b)  Within 30 days following the submission of the list in subsection (a), the APST shall review the proposed challenges and, in collaboration with participating agency members of the NSTC, coordinate the creation of an expanded list that can serve as the initial set of national science and technology challenges to be addressed by the Mission, incorporating additional challenges proposed by participating agencies through the NSTC, subject to available funding.

(c)  Once the expanded list described in subsection (b) is developed, the agencies involved in the Mission shall utilize the Platform to advance research and development aligned with the national science and technology challenges identified, consistent with applicable laws and their respective missions, and subject to available funding.

(d)  The Secretary shall annually review and update the list of challenges, in consultation with the APST and the NSTC, to reflect progress made, emerging national needs, and alignment with my Administration’s research and development priorities.

Sec. 5.  Interagency Coordination and External Engagement.  (a)  The APST, through the NSTC, with assistance from the Federal Chief Data Officer Council and the Chief AI Officer Council, shall bring together relevant and interested agencies to:

(i)    Guide participating agencies in aligning, where permissible by law, their AI-related programs, datasets, and research and development activities with the Mission’s objectives in their respective areas, while minimizing redundancy across the Federal Government and encouraging interoperability;

(ii)   Identify data sources that could contribute to the Mission’s goals;

(iii)  Formulate a plan and resource allocation strategy in conjunction with participating agencies to integrate appropriate and available agency data and infrastructure into the Mission, to the extent allowed by law and subject to available funding, including methods for encouraging participating agencies to adopt risk-based security measures that adhere to cybersecurity best practices;

(iv)   Launch coordinated funding initiatives or prize competitions across participating agencies, as allowed by law and subject to available funding, to motivate private-sector involvement in AI-driven scientific research aligned with the Mission’s goals; and

(v)    Establish channels to synchronize research and development funding opportunities and experimental resources across participating agencies, ensuring effective participation in the Mission.

(b)  The APST shall collaborate with relevant agencies to set up, in accordance with existing authorizing statutes and subject to available funding, competitive programs for research fellowships, internships, and apprenticeships focused on applying AI to scientific domains identified as national challenges for the Mission. This includes placing participants in DOE national laboratories and other participating Federal research facilities to provide access to the Platform and training in AI-enabled scientific discovery.

(c)  The Secretary, in coordination with the APST and the Special Advisor for AI and Crypto, shall create mechanisms for agency collaboration with external partners possessing advanced AI, data, or computing capabilities or scientific domain expertise. This may involve cooperative research and development agreements, partnerships with user facilities, or other suitable arrangements with external entities to bolster the Mission’s activities while ensuring the security of Federal research assets and maximizing public benefit. To facilitate these partnerships, the Secretary shall:

(i)    Develop standardized frameworks for partnerships, including cooperative research and development or similar agreements, and data-use and model-sharing agreements;

(ii)   Establish clear policies regarding ownership, licensing, trade-secret protections, and commercialization of intellectual property created under the Mission, including innovations stemming from AI-directed experiments;

(iii)  Implement consistent and stringent data access and management processes, along with cybersecurity standards for non-Federal collaborators accessing datasets, models, and computing environments. This includes compliance with classification, privacy, and export-control requirements, as well as other applicable laws; and

(iv)   Set procedures to ensure the highest standards of vetting and authorization for users and collaborators seeking access to the Mission’s resources and associated research activities, including the Platform and related Federal research resources.

(d)  The APST, through the NSTC, shall identify opportunities for international scientific collaboration to support the Mission’s activities, as deemed appropriate.

Sec. 6.  Evaluation and Reporting.  (a)  Within one year of this order, and annually thereafter, the Secretary shall present a report to the President, through the APST and the Director of the Office of Management and Budget, detailing:

(i)    The Platform’s operational status and capabilities;

(ii)   Progress in integrating across DOE national laboratories and other participating Federal research partners, including shared access to computing resources, data infrastructure, and research facilities;

(iii)  User engagement status, including the participation of student researchers and related training efforts;

(iv)   Updates on research initiatives and outcomes, emphasizing measurable scientific progress, publications, and prototype technologies;

(v)   The scope and results of public-private partnerships, including collaborative research projects and any transitions or commercialization activities; and

(vi)   Any identified needs or recommendations for authorities or interagency support to fulfill the Mission’s objectives.

Sec. 7.  General Provisions.  (a)  Nothing in this order shall be interpreted to diminish or otherwise affect:

(i)   The authority granted by law to any executive department or agency, or its head; or

(ii)  The functions of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative proposals.

(b)  This order shall be executed in accordance with applicable law and subject to available funding.

(c)  This order is not designed to, and does not, create any right or benefit, substantive or procedural, that can be enforced at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.

(d)  The costs associated with publishing this order shall be covered by the Department of Energy.
