A CBP Officer’s Reign of Terror: Serial Rapist Targeting Chinese Women in Chicago

In a shocking turn of events, a United States Customs and Border Protection officer stationed at O’Hare International Airport has been accused of using his position to terrorize Chinese women working in the Chicago-area sex trade. Luis Uribe, a 44-year-old resident of Pingree Grove in Kane County, has been described by prosecutors as a “serial rapist” who targeted his victims in Schaumburg and Naperville in 2022.

According to federal filings, Uribe allegedly used his badge, gun, and law enforcement authority to commit six attacks on Chinese women. The incidents involved breaking into hotel rooms, sexually assaulting victims at gunpoint, robbing them, and tracking their movements using his government-issued access and personal technology.

Uribe was arrested at a CBP facility and has pleaded not guilty to an eleven-count federal indictment, including civil rights violations and brandishing a firearm during a crime of violence. Prosecutors are seeking to keep him in custody pending trial, citing him as a danger to the community and a severe flight risk. If convicted, he could face the rest of his life in federal prison.

The first known attack took place at a hotel in Schaumburg, where Uribe allegedly forced his way into a prostitute’s room, held her at gunpoint, and demanded a sex act while robbing her. The second victim was targeted three times in a Naperville hotel, with Uribe using his badge and gun to intimidate her into compliance.

As word of Uribe’s attacks spread among local sex workers, a meeting was arranged at a suburban seafood buffet to identify him and negotiate a deal to stop the assaults. Despite agreeing to the terms, Uribe continued his criminal activities, targeting more victims in Schaumburg hotels.

One victim reported the assault to another woman at the hotel, who later became Uribe’s fourth victim. DNA evidence collected from the crime scenes implicated Uribe, and digital evidence confirmed his presence at the locations. Prosecutors argue that his training as a CBP officer and his access to weapons and credentials make him a significant threat to the community.

Investigators believe there may be more victims who have not come forward and urge them to seek help by calling 312-239-7423. Assistance is available in English and Chinese for those affected by Uribe’s heinous crimes.
