Speaker Mike Johnson has taken a bold stance in his leadership, focusing on dismantling the Affordable Care Act (ACA). In a controversial move in 2025, he championed legislation that not only slashed taxes for the wealthy but also significantly undermined healthcare access across the nation.

Johnson’s reforms resulted in approximately 4 million Americans losing their Medicaid coverage and the termination of enhanced subsidies under the ACA, leading to increased health insurance premiums for more than 20 million individuals.

In a dramatic display of determination to prevent any extension of ACA subsidies, Johnson resorted to a government shutdown, employing this drastic tactic to stifle negotiations. Remarkably, he even halted House operations for nearly two months to ensure that no agreements could be reached regarding the subsidies, effectively holding millions’ health insurance hostage.

However, in a surprising twist, the events in the House on Thursday showcased a significant shift in the political landscape. The Democratic proposal for a three-year extension of the ACA subsidies, first introduced earlier in 2025, gained unexpected traction. A faction of vulnerable House Republicans, frustrated by Johnson’s broken promises to allow a vote on the subsidies, broke ranks to support a discharge petition that forced a vote on the Democratic initiative, resulting in a surprising passage of 230-196.

Seventeen House Republicans defied their speaker’s wishes and supported this legislation. These dissenters included Bresnahan, Carey, De La Cruz, Fitzpatrick, Garbarino, Hurd (Co.), Joyce (Ohio), Kean, LaLota, Lawler, Mackenzie, Miller (Ohio), Nunn (Iowa), Salazar, Valadao, Van Orden, and Wittman.
