In response to Congress enacting a law in 2024 mandating the separation of TikTok’s U.S. operations from ByteDance, the new entity, “TikTok USDS Joint Venture LLC,” has been formed.
Under this new structure, about 80% of the U.S. TikTok entity is owned by non-Chinese investors, with ByteDance retaining only a 19.9% share. The managing investor group includes prominent names such as Oracle, Silver Lake, and MGX. Oracle, a leading cloud computing and database firm, is tasked with overseeing security measures, compliance with U.S. security requirements, data storage, and updates to TikTok’s content recommendation algorithm.
Oracle’s involvement in the project is significant, given co-founder Larry Ellison’s connections to President Trump. Silver Lake, a U.S. private equity firm known for its investments in technology companies, offers capital and expertise to shape TikTok’s strategic direction. Silver Lake has previously collaborated with MGX, an AI-focused investment firm based in the United Arab Emirates. MGX, created by Mubadala and G42, backs key players in the AI industry and has partnerships with Microsoft and BlackRock.
Other investors in TikTok’s U.S. operations include the Dell Family Office, Vastmere Strategic Investments, Alpha Wave Partners, Virgo LI, NJJ Capital, Revolution, Merritt Way, and Via Nova. These investors bring a wealth of experience and resources to the table, further solidifying TikTok’s position in the American market.
