PROMOTING AMERICAN AI INNOVATION AND SECURITY: President Donald J. Trump has signed an Executive Order aimed at propelling American artificial intelligence (AI) innovation, enhancing the nation’s cybersecurity, safeguarding critical infrastructure, and maintaining the United States’ position as a global leader in AI.

  • The Executive Order mandates that relevant agencies prioritize the cyber defense of National Security Systems, Department of War information systems, and civilian Federal government information systems.
  • The Secretary of Homeland Security, in collaboration with the Director of the Office of Management and Budget, the Assistant to the President for National Security Affairs, and the National Cyber Director, will issue binding operational directives.   • The Federal government is directed to create a voluntary framework in cooperation with AI developers for covered frontier models, providing secure early access to trusted partners to enhance cybersecurity and encourage secure innovation.
  • The Order clearly states that it does not authorize any mandatory governmental licensing, pre-clearance, or permitting requirement for AI model development, publication, release, or distribution.
  • The Attorney General is directed to prioritize enforcement actions against individuals using AI for illegal access to or damage of computer systems, data theft, or other criminal activities.
