PROMOTING AMERICAN AI INNOVATION AND SECURITY: President Donald J. Trump has signed an Executive Order aimed at propelling American artificial intelligence (AI) innovation, enhancing the nation’s cybersecurity, safeguarding critical infrastructure, and maintaining the United States’ position as a global leader in AI.

  • The Executive Order mandates that relevant agencies prioritize the cyber defense of National Security Systems, Department of War information systems, and civilian Federal government information systems.
  • The Secretary of Homeland Security, in collaboration with the Director of the Office of Management and Budget, the Assistant to the President for National Security Affairs, and the National Cyber Director, will issue binding operational directives. These guidelines will facilitate Federal agencies, State and local authorities, and operators of critical infrastructure, such as rural hospitals, community banks, and local utilities, in accessing AI-enabled cybersecurity tools.
  • An AI cybersecurity clearinghouse will be established to work voluntarily with the AI industry and critical infrastructure operators to address software vulnerabilities on a large scale.
  • The Order instructs the Office of Management and Budget and the Office of Personnel Management to find funding opportunities for advanced AI cybersecurity capabilities and to enhance Federal cybersecurity hiring and placement pathways.
  • A classified benchmarking process will be developed, allowing industry to evaluate their models for advanced AI cyber capabilities and identify covered frontier models.
  • The Federal government is directed to create a voluntary framework in cooperation with AI developers for covered frontier models, providing secure early access to trusted partners to enhance cybersecurity and encourage secure innovation.
  • The Order clearly states that it does not authorize any mandatory governmental licensing, pre-clearance, or permitting requirement for AI model development, publication, release, or distribution.
  • The Attorney General is directed to prioritize enforcement actions against individuals using AI for illegal access to or damage of computer systems, data theft, or other criminal activities.

STRIKING THE RIGHT BALANCE BETWEEN INNOVATION AND SECURITY: President Trump advocates for American leadership in AI without overburdening innovators with excessive regulation.

  • In contrast to the Biden Administration’s regulatory approach, President Trump collaborates with American industry to find a balance between innovation and national security.
  • President Trump acknowledges the leadership of America’s private sector in AI innovation and emphasizes the need for government collaboration with innovators instead of hindering them.
  • As AI capabilities grow, new cyber and national security concerns arise, necessitating coordinated efforts between the Federal government and the private sector.
  • It is crucial to protect American ingenuity, intellectual property, and critical systems from being exploited or attacked by adversaries.
  • The Administration’s goal is to deploy the best and safest technology rapidly to counter any threats, avoiding favoritism in tech development.
  • Ensuring the protection of American innovation and infrastructure requires collaboration between the public and private sectors, and President Trump’s America First approach aims to guarantee continued global dominance for the United States.

LEADING THE WORLD IN INNOVATION AND CYBERSECURITY: President Trump is recognized as a forward-thinking leader in American innovation.

  • Upon returning to office, President Trump removed the previous administration’s restrictive AI policies, sparking a new wave of innovation.
  • In July 2025, he unveiled the AI Action Plan, which aimed to eliminate burdensome regulations hindering America’s leadership in AI technology.
  • He signed an Executive Order in July 2025 to prevent the Federal government from using AI models with ideological biases or social agendas.
  • In December 2025, he issued an Executive Order to protect American AI innovation from inconsistent and costly compliance issues stemming from various State laws.
  • By March 2026, President Trump had released the National Cyber Strategy for America, highlighting the need for unparalleled coordination across government and the private sector to invest in leading technologies, ensure ongoing world-class innovation, and maximize America’s cyber capabilities for both offensive and defensive missions.
  • In March 2026, he introduced a comprehensive national legislative framework addressing the key policy issues that AI presents.
  • The latest Executive Order furthers President Trump’s commitment to positioning the United States as the world leader in AI, cybersecurity, and advanced technologies.
