US Army veteran wins Dem primary to face GOP NY Rep. Mike Lawler in key toss-up race

A US Army veteran who served in the Department of Homeland Security during the Biden administration emerged victorious in a crowded Democratic primary on Tuesday. Cait Conley will now challenge Republican Rep. Mike Lawler in the upcoming general election.

As reported by the Associated Press, Conley secured 7,462 votes, representing over 52% of the total, with 37% of the ballots counted by 9:50 p.m. This result ensured her win in a competitive three-way race against Beth Davidson and Effie Phillips-Staley.

This victory positions Conley in a pivotal Hudson Valley battleground, where Democrats are targeting Lawler, a two-term congressman, with hopes of reclaiming the seat in what is considered one of New York’s prime opportunities for a Democratic gain in this year’s midterm elections.

Prior to her campaign, Conley worked in cybersecurity at DHS and returned to the 17th Congressional District to pursue a congressional seat.

Davidson, a legislator from Rockland County who also sought a moderate path similar to Conley’s, managed to capture only 28.3% of the vote.

In contrast, Phillips-Staley, a well-known progressive candidate and Tarrytown village trustee, finished third with 15.3% of the vote.

Lawler, who was a state Assemblyman, claimed the congressional seat in 2022 by defeating former Rep. Sean Patrick Maloney, who at the time led the Democratic Congressional Campaign Committee, during a Republican surge in the House elections that year.

In 2024, Lawler defeated ex-Rep. Mondaire Jones by six points, even though the district favored Kamala Harris over President Trump by a margin of 50% to 49%.

The Cook Political Report currently rates this seat as a toss-up, marking it as the only GOP district in New York that is within reach for Democrats according to the latest assessments.
