Notably, Washington State’s SB 5144, an EPR bill enacted in 2023, mandates battery manufacturers to manage the environmental impact of their products. Scott Cassel, the founder and CEO of the Product Stewardship Institute, a nonprofit focused on developing circular economy solutions and EPR legislation, played a significant role in this Washington legislation alongside PSI.

One common argument against EPR laws is the potential cost increase for consumers. However, historical data suggests otherwise; for instance, bottle deposit systems significantly boost collection rates. States with bottle deposit laws see a collection rate of 65%, compared to just 24% in states without such laws—more than doubling the rate. Research from Columbia University suggests that robust EPR programs could lead to a maximum increase of $4 in monthly grocery bills per household. The environmental advantages of EPR are evident, but its economic impact is particularly striking. The Bureau of Labor Statistics anticipates a 6.5% growth in materials moving jobs by 2031, translating to approximately 861,000 new positions. Additionally, about 304,000 new jobs in repair, maintenance, and waste management are expected by 2031. The Circular Economy presents vast opportunities and potential for a more equitable nation.
