Man Accused of Double Shooting Linked to Crime Through Scooter Rental Records

A man required to register as a gun offender is facing new charges after Chicago police used scooter rental records to link him to a double shooting this summer.

U.S. Marshals recently arrested William Hall, 32, after both victims recognized him in photo lineups and records showed he rented the gunman’s scooter, according to court records.

Prosecutors said the victims, men ages 22 and 18, were double parked in the 4000 block of West Madison on July 27. Around 1:43 p.m., Hall rode past the men and “made insulting remarks” that prompted the victims to get out of the car and chase him, prosecutors said in a detention petition.

After about 40 feet, Hall stopped, pulled a gun from a bookbag and shot both men, the proffer said. The 18-year-old was shot in the stomach while the older man was shot twice in the left arm and twice in the right calf, officials said.

Both victims arrived at Stroger Hospital via private transportation as police were responding to “shots fired” calls.

Judge Ankur Srivastava granted the state’s detention petition. In his order, the judge said Hall’s face was allegedly visible on surveillance video, and his scooter followed the gunman’s path. Srivastava was also concerned that Hall failed to maintain his information in the gun offender registry.

“He shouldn’t even have a firearm, much less shoot people,” Srivastava wrote.

Prosecutors charged Hall with two counts of aggravated discharge of a firearm toward a vehicle.

Court records show Hall received a one-year sentence for aggravated unlawful use of a weapon in 2023. The case also involved allegations that Hall discharged the firearm, but prosecutors ultimately dropped that charge.
