Retired Riverside Police Chief Tom Weitzel expressed his outrage over the recent decision to drop criminal charges against Oak Lawn police officer Patrick O’Donnell, who was accused of using excessive force during the arrest of a 17-year-old boy. This decision is just one in a series of cases where prosecutors have failed to secure convictions against police officers accused of wrongdoing in Cook County.

Weitzel criticized former Cook County State’s Attorney Kim Foxx for what he perceives as rushing to prosecute officers without sufficient evidence. He believes that these cases were pursued for political reasons rather than based on solid investigations. Weitzel pointed out that the failure to win these cases in court indicates a lack of proper case preparation and evidence.

One high-profile case involved CPD Officer Bruce Dyker, who was charged with aggravated battery and official misconduct after a confrontation with a Black woman at North Avenue Beach. The case was ultimately dropped by the state’s attorney’s office. Similarly, Sgt. Christopher Liakopoulos and Officer Ruben Reynoso were charged with shooting an unarmed man in Pilsen, but both men were acquitted by Judge Lawrence Flood.

Weitzel highlighted other cases where charges against officers were dropped or resulted in acquittals, including incidents involving CPD Lt. Wilfredo Roman, Sgt. Michael Vitellaro, officer Christopher Hillas, Melvina Bogard, Angel Escobedo, and a former Chicago cop. He believes that these cases demonstrate a pattern of weak prosecutions by the state’s attorney’s office.

Moving forward, Weitzel suggested that Cook County’s new State’s Attorney, Eileen O’Neill Burke, should appoint a police agency liaison to rebuild trust between prosecutors and law enforcement. He commended O’Neill Burke for her initial steps in appointing experienced prosecutors and focusing on reducing violence in the county.

Overall, Weitzel’s criticisms point to a need for improved collaboration and communication between prosecutors and police agencies in Cook County to ensure that cases are thoroughly investigated and prosecuted based on solid evidence.
