Imposing Duties to Address the Flow of Illicit Drugs Across Our National Border – The White House

The President of the United States, Donald J. Trump, has declared a national emergency to address the influx of illicit opioids and other drugs into the country, causing a severe strain on public services and communities. This crisis poses a significant threat to the nation’s security and public health.

The President has identified Canada as a central player in these challenges, noting a lack of cooperation and coordination with U.S. law enforcement in stemming the flow of illicit drugs. Drug trafficking organizations, particularly those producing fentanyl, methamphetamine, and cocaine, are operating globally and collaborating with transnational cartels to smuggle drugs into the United States.

While much attention is focused on the southern border, the northern border is not exempt from these issues. Criminal networks are involved in human trafficking and smuggling operations, contributing to the illegal migration across the northern border. Mexican cartels are also setting up drug labs in Canada, further exacerbating the flow of illicit drugs into the United States.

To address this public health crisis and national emergency, the President has imposed ad valorem tariffs on products from Canada. These tariffs will apply to certain goods entering the United States after a specified date. The Secretary of Homeland Security will be responsible for implementing these tariffs and monitoring the situation at the northern border.

The President has authorized additional actions if Canada fails to cooperate in alleviating the drug crisis and illegal migration. The Secretary of Homeland Security will work with other agencies to recommend further measures if necessary.

Overall, this order aims to protect the country from the threats posed by the influx of illicit drugs and illegal migration. By imposing tariffs on Canadian products, the President seeks to compel Canada to take action to address these critical issues. The Secretary of Homeland Security will oversee the implementation of these measures and provide regular reports to Congress on the national emergency declared in this order.
