NSF restores payments after pause due to Trump order

The National Science Foundation (NSF) has finally restored its payment system after being offline for five days, following a judge’s order. This news comes as a relief to post-doctoral fellows who rely on these payments to cover essential expenses like rent, food, and bills. However, there are still concerns among some researchers regarding the mixed messages from the funding agency, raising fears about the security of their grants and livelihoods.

Researchers who receive funding directly from the NSF were unable to access their payments during the freeze. While some are obligated to adhere to specific pay schedules, others have the flexibility to request their allocated funds in full. Despite being able to withdraw funds gradually, similar to receiving regular paychecks, the payment portal was abruptly frozen following President Trump’s executive order on January 27, which was later modified and rescinded.

The NSF’s recent update on executive orders states that they cannot withhold payments solely based on compliance issues with these orders. However, last week, researchers attempting to access their payments were met with a message stating that the system was temporarily unavailable for a comprehensive review to ensure compliance. Even after the payment system was restored, the agency continued to mention ongoing reviews in light of the executive orders.

State attorneys general have contested the funding freeze in court, arguing that withholding Congress-mandated funding goes against the U.S. Constitution. Researchers who anticipated the freeze attempted to request larger sums to cover their expenses and continue their work. Unfortunately, these requests were canceled, adding to the uncertainty surrounding NSF funding.

The NSF retains the right to take action for reasons beyond executive order compliance, such as violations of laws, regulations, or grant terms and conditions. While the payment system is back online, the agency warns of potential delays in processing payments due to the high volume of requests expected in the coming days.

Overall, the reinstatement of the NSF payment system brings some relief to researchers, but concerns persist about the agency’s handling of funding and the potential impact on ongoing research projects. Researchers will continue to monitor the situation closely as they navigate the complexities of securing and managing NSF grants.
