Subject: Suspension of Security Clearances and Evaluation of Government Contracts
I am issuing this directive to address the concerning issue of potential weaponization of the judicial process by individuals associated with Covington & Burling LLP. Specifically, I am directing the immediate suspension of all active security clearances held by Peter Koski and any members, partners, or employees of Covington & Burling LLP who assisted former Special Counsel Jack Smith during his tenure. This suspension will remain in effect pending a thorough review of their involvement in any actions that may have compromised the integrity of the judicial system.
In addition to suspending security clearances, I am instructing the Attorney General and heads of relevant agencies to terminate any existing contracts with Covington & Burling LLP to the fullest extent allowed by law. Furthermore, any individuals from Covington & Burling LLP who hold security clearances from agencies not listed in this memorandum shall have their clearances reviewed and potentially revoked by the appropriate clearance-granting agency.
Furthermore, the Director of the Office of Management and Budget will be issuing a memorandum to all agencies to reassess their government contracts with Covington & Burling LLP. Agency heads are directed to align their funding decisions with the interests and priorities of the American people, as outlined in Executive Order 14147 of January 20, 2025, which aims to end the weaponization of the federal government.
It is crucial to emphasize that this memorandum does not confer any legal rights or benefits to any party and is solely intended for the internal guidance of government agencies. Compliance with these directives is essential to upholding the integrity of our government and ensuring accountability in all aspects of governance.
