President’s Order to Address Synthetic Opioid Supply Chain from China

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (IEEPA), the National Emergencies Act, section 604 of the Trade Act of 1974, and section 301 of title 3, United States Code, I hereby determine and order:

Section 1. Background. With Executive Order 14195 of February 1, 2025, I determined that the influx of synthetic opioids, including fentanyl, from China to the United States poses a threat to national security, foreign policy, and the economy. To address this threat, I imposed tariffs on Chinese products. However, the Government of China has not taken adequate steps to address the crisis, leading to the amendment of the tariffs to 20 percent.

Section 2. Amendment. The tariff rate on Chinese products is amended from 10 percent to 20 percent to reflect China’s failure to address the illicit drug crisis.

Section 3. General Provisions. This order does not affect the authority of executive departments or the Director of the Office of Management and Budget. It is to be implemented in accordance with applicable law and subject to appropriations. This order does not create any enforceable rights against the United States.
