By the authority bestowed upon me as President, under the auspices of the U.S. Constitution and federal laws, I hereby decree:

Section 1. Policy. The Federal Government currently allocates around $490 billion annually for federal contracts involving common goods and services. This staggering sum makes it the world’s largest purchaser of such items, utilized by nearly every executive department and agency. To ensure prudent management, it is imperative that these standardized procurement processes are executed as efficiently and effectively as possible for the American taxpayer. Established in 1949 through the Federal Property and Administrative Services Act, the General Services Administration (GSA) was designed to provide an “economical and efficient system” for core procurement services (40 U.S.C. 101). It is time to restore the GSA to its foundational role rather than allowing multiple agencies to operate in a fragmented and less efficient manner. By consolidating domestic federal procurement within the GSA, we can eradicate waste and redundancy while enabling agencies to concentrate on their principal missions: delivering exceptional services to the American populace.

Sec.2. Definitions. For the purposes of this order:
(a) “Administrator” refers to the Administrator of General Services.
(b) “Agency” is defined as per section 3502 of title 44, United States Code, excluding the Executive Office of the President and its components.
(c) “Agency head” denotes the highest-ranking official within an agency, such as the Secretary, Administrator, Chairman, or Director.
(d) “Common goods and services” encompass the standard categories recognized by the Category Management Leadership Council, headed by the Office of Management and Budget (OMB).
(e) “Indefinite delivery contract vehicle” signifies an agreement allowing an agency to procure goods and services over a specified timeframe without stipulating quantities or a delivery schedule upfront.

Sec.3. Procurement Consolidation. (a) Within 60 days from the issuance of this order, agency heads, in collaboration with their senior procurement officials, must present proposals to the Administrator, in accordance with 40 U.S.C. 101, 40 U.S.C. 501, or other pertinent authorities, for the GSA to manage domestic procurement concerning common goods and services for their respective agencies, where legally permissible.

(b) Within 90 days of this order, the Administrator is mandated to deliver a comprehensive strategy to the Director of OMB for the GSA to manage procurement of common goods and services across the domestic sectors of the Government, as permitted by law.

(c) Within 30 days of this order, the Director of OMB is to designate the Administrator as the executive agent for all Government-wide acquisition contracts related to information technology, pursuant to the authority granted in 40 U.S.C. 11302(e). The Administrator, in consultation with the OMB Director, may defer or decline this designation when necessary to maintain service continuity or for other appropriate reasons. Additionally, the Administrator shall, on an ongoing basis and in accordance with applicable law, streamline Government-wide indefinite delivery contract vehicles for information technology, focusing on identifying and eliminating contract duplication, redundancy, and inefficiencies.

(d) Within 14 days of this order, the Director of OMB shall disseminate a memorandum to agencies to implement subsection (c) of this section.

Sec.4. General Provisions. (a) Nothing in this order shall be interpreted to undermine or otherwise affect:
(i) the authority conferred by law to any executive department, agency, or its head; or
(ii) the functions of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative proposals.
(b) This order shall be executed in accordance with applicable law and contingent upon the availability of appropriations.
(c) This order is not intended to, nor does it create, any right or benefit, substantive or procedural, enforceable by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.
