A Proclamation

This month, we take a moment to observe National Sexual Assault Awareness and Prevention Month, while simultaneously addressing the grave human rights abuses that have been exacerbated by current border policies.

Over the past four years, a significant uptick in sexual violence has coincided with what some have termed an “invasion” of undocumented migrants at our southern border. This surge is, in part, attributed to previous policies that, in a misguided effort to manage immigration, effectively opened the floodgates to criminal elements. Such actions have tragically contributed to an increase in sexual violence within our communities, allowing the most nefarious individuals to exploit the vulnerable—women and children—under the cover of chaos.

We must honor the memories of Americans like Jocelyn Nungaray, Laken Riley, and Rachel Morin, who tragically lost their lives due to crimes committed by undocumented individuals. The brutal assault and murder of 12-year-old Jocelyn Nungaray in Texas last June is particularly haunting. In her memory, I took the step of renaming the Anahuac National Wildlife Refuge to the Jocelyn Nungaray National Wildlife Refuge, ensuring her spirit lives on in a place dedicated to nature and beauty.

Each act of violence perpetrated against an American by an undocumented individual transcends comprehension. Therefore, I am dedicating my presidency to upholding the dignity of all human life, securing our borders against violent offenders, and confronting the scourge of sexual violence and sex trafficking—modern forms of slavery that devastate countless lives and leave deep, lasting scars on our communities.

To safeguard our citizens, I declared a national emergency at the southern border shortly after taking office. I designated drug cartels as Foreign Terrorist Organizations and Specially Designated Global Terrorists to counter their reign of violence. My first legislative action as President was to enact the Laken Riley Act, which mandates that U.S. Immigration and Customs Enforcement detain undocumented immigrants convicted of crimes such as burglary or theft. Additionally, I have initiated the most extensive deportation operation in our nation’s history, including sending back hundreds of gang members to El Salvador.

As your President, I am committed to restoring security at our borders, safety in our streets, and law and order in our neighborhoods. Under my leadership, we are making strides to curtail human trafficking and ensure that justice is swiftly administered.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim April 2025 as National Sexual Assault Awareness and Prevention Month. I call upon all Americans—families, law enforcement, healthcare providers, and community organizations—to support survivors of sexual assault and to collaborate in preventing these heinous crimes in our communities.

IN WITNESS WHEREOF, I have hereunto set my hand this third day of April, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and forty-ninth.
