Washington, D.C. – In a bold move today, President Trump unveiled an ambitious restructuring of Federal procurement policy, aiming to inject competition and efficiency into a system long criticized for its inefficiencies. The Office of Federal Procurement Policy (OFPP), operating under the Office of Management and Budget (OMB), is set to embark on a comprehensive reevaluation and rewriting of the Federal Acquisition Regulations (FAR).

As the globe’s largest consumer, with nearly $1 trillion spent annually on procurement contracts, the Federal Government should ideally champion agility, competition, and effective outcomes. However, the current procurement framework, burdened by decades of regulatory accumulation, tends to favor entrenched companies capable of managing hefty compliance costs, often at the detriment of innovative newcomers.

The OFPP, in conjunction with the FAR Council, plans to simplify the FAR, replacing convoluted legalese with clear, accessible language. The initiative aims to purge unnecessary and redundant regulations, bid farewell to perceived ‘woke’ elements and diversity initiatives, and introduce straightforward buyer guides to replace outdated and cumbersome requirements. Gone will be the days of procuring impractical products like paper straws; the focus will shift to securing the best products and services at optimal prices.

Currently, the FAR stretches over 2,000 pages and includes nearly 3,000 intricate directives that create a bureaucratic labyrinth. This complexity not only stifles innovation but also inflates costs, transforming what could be days of negotiation for a typical business into months or even years for the federal government. Both buyers and vendors often find themselves lost in this regulatory quagmire, diverting attention away from delivering quality products and maximizing taxpayer value. A particularly egregious case involved a mission-support contract that languished for nearly two years due to a public comment that triggered a cascade of legal reviews, ultimately leading to no substantive changes in the acquisition strategy. Such convoluted processes have repeatedly hindered progress and failed to fulfill government objectives.

However, under President Trump’s administration, a new era is dawning. This long-needed Revolutionary FAR Overhaul (RFO) promises a more streamlined acquisition cycle, reduced barriers for small businesses and startups, and the elimination of wasteful bureaucratic practices.

“This RFO will dismantle over 40 years of regulatory buildup, injecting generational change into our procurement system and yielding tangible results. We are Making America Great Again,” stated OMB Senior Advisor Kevin Rhodes. To further enhance transparency, a new website will be launched, granting unprecedented access to the procurement process, allowing industry members and the general public to stay informed about regulatory updates, buyer guides, and the overall procurement journey.
