IRS Telework Policy Under Scrutiny

Before President Trump’s administration made changes to federal telework policies, employees at the Internal Revenue Service (IRS) were allowed to work remotely once a week. However, a recent collective bargaining agreement between the IRS and its union in October last year allowed employees to telework up to eight days per biweekly pay period.

IRS officials expressed concerns that the generous telework policy could impact worker performance and hinder the agency’s ability to serve taxpayers. Despite these concerns, an arbitrator rejected the IRS’s proposal to limit telework to six days per pay period.

Union Negotiations and Taxpayer Funding

The deal between the IRS and its union, the National Treasury Employees Union (NTEU), was negotiated using taxpayer funding. Senator Joni Ernst criticized the use of taxpayer dollars for negotiating such telework arrangements and bonus structures for IRS employees.

NTEU had pushed for generous bonuses for IRS workers, but the arbitrator favored a more limited bonus regime determined by individual units.

Changes in Telework Policies

President Trump’s executive order directed all agencies and departments to terminate remote work arrangements and require employees to return to the office on a full-time basis. Limited exemptions were allowed as deemed necessary by department heads.

Ernst’s office reported that only 6% of the federal workforce showed up in-person on a full-time basis, with a significant number working remotely full-time. The senator has been critical of the IRS, especially in light of findings that current and former workers owed millions in unpaid taxes.

Reforms and Accountability

Ernst introduced legislation demanding that the IRS ensure all employees are fully caught up on their tax obligations. She emphasized the need for reforms within the agency to address tax compliance issues and improve accountability.

Despite the challenges faced by the IRS, efforts are being made to address issues and ensure that taxpayer funds are used effectively.
