Dr. Mehmet Oz, the newly appointed head of the Centers for Medicare & Medicaid Services, has set a clear goal of empowering the American public to take control of their health. In a recent statement, he emphasized the importance of giving “power to the people” and enabling individuals to better manage their healthcare while holding providers accountable for outcomes.

While achieving these objectives may pose challenges, there are three key actions that can significantly advance this mission.

1. Enhance Insurer Transparency:
– Require Medicare Advantage plans to disclose local quality ratings: The current CMS star rating system for Medicare Advantage plans has faced criticism for its methodology and impact on bonus payments. By rating plans based on contract numbers rather than local experience, the system fails to provide individuals with accurate information to make informed decisions about their healthcare. Insurers should be mandated to share local quality data to empower consumers.

2. Increase Accountability in Accountable Care Organizations (ACOs):
– Ensure transparency in ACO board member representation: Many Medicare beneficiaries are part of ACOs focused on maintaining their health. However, the lack of transparency in disclosing board member names and contact information limits consumer engagement. By making this information readily available, individuals can have a voice in the decision-making processes of these organizations.

3. Improve Medicare Compare Website:
– Enhance accessibility and relevance of provider information: The Medicare Compare website offers data on various healthcare providers but lacks real-time updates and user-friendly navigation. By making quality information as accessible as cost data, consumers can make more informed choices about their care. CMS should prioritize updating and optimizing the website to empower individuals with relevant and up-to-date information.

Empowering the American public in healthcare decision-making requires a concerted effort to shift power dynamics and prioritize consumer needs over industry interests. Dr. Oz, supported by the administration, must prioritize these actions to rebuild trust in the healthcare system and improve outcomes for all Americans.
