Dave Rand, a retired visual effects artist, received a surprising notification on May 4 that President Trump was proposing a 100% tariff on movies produced overseas. This news jolted him awake, sparking a sense of disbelief initially. However, instead of dismissing it as a dream, Rand decided to take action.

Over a decade ago, Rand had organized a protest against Canadian subsidies that were drawing jobs away from the U.S. VFX industry while causing financial strain on American VFX companies. His goal was not to advocate for more subsidies but to push for tariffs as a means of leveling the playing field. Despite the campaign falling short of its objective, the recent attention from the President on the issue has reignited Rand’s passion for the cause.

Trump’s call for movies to be “MADE IN AMERICA, AGAIN” and his proposal for tariffs has left Hollywood in a state of confusion and concern. While some are brainstorming ways to shift the President’s focus, others like Rand see this as an opportunity for positive change. He believes that this move will lead to a resurgence of jobs in the U.S., even if it may cause some initial disruptions in other countries.

Having previously worked in Hollywood, Rand is now residing in his hometown of Millinocket, Maine, where he retired a few years ago. Despite being a lifelong Democrat, he supported Trump in the last election due to his stance on tariffs. Rand actively reached out to Trump’s associates, highlighting the VFX industry’s struggles and advocating for action against the studios that he believes are responsible for the current situation.

The issue of foreign competition in the film industry has been a longstanding concern for American workers. In 2013, former VFX artist Daniel Lay sought legal counsel to explore potential solutions. The law firm he consulted drew parallels between the VFX industry and the U.S. lumber industry’s battle against Canadian subsidies, proposing a “countervailing duty” on VFX files as a form of movie tariff. However, the reluctance of the studios to support such measures hindered any progress at the time.

With Trump’s recent push for tariffs, there is newfound hope for change in the industry. While some may not agree with all of Trump’s policies, many, including Lay, see the necessity of tariffs to prevent a race to the bottom caused by subsidies. Rand, drawing from his experience in a town impacted by foreign competition, emphasizes the importance of creating a level playing field in the film industry.

In conclusion, the push for tariffs in the film industry has sparked a debate within Hollywood, with some seeing it as a potential solution to long-standing issues of foreign competition.
