EU Demands Further Concessions from UK in Brexit Reset Talks

As preparations for a post-Brexit “reset” of relations between the UK and the EU face obstacles, EU member states are pushing for additional concessions from London regarding fishing rights and youth mobility. The negotiations, which are set to culminate in an EU-UK summit in London in just five days, have hit a roadblock as EU diplomats reject attempts by the European Commission to bridge the gaps between the two sides.

The draft EU communiqué outlining the terms of an improved relationship between the EU and the UK will now be delayed until Sunday, just a day before the summit, as member states stand firm on their demands. The EU is seeking long-term access to British waters for its fishermen and equal tuition fees for its students at British universities as part of the deal to lower trade barriers following the UK’s departure from the EU single market and customs union in 2020.

One EU diplomat expressed dissatisfaction with the lack of progress, particularly in the areas of youth mobility and the perceived one-sided demands from the UK. The proposed reset of relations aims to strengthen cooperation in security, energy, and trade in agrifood products, but requires the UK to adhere to certain EU rules, involve the European Court of Justice, and make financial contributions to the bloc.

Despite intense lobbying efforts by the UK in recent days, EU member states rejected a compromise that would have allowed for a time-limited agreement on reducing red tape for British food exporters without a direct link to fishing rights. The issue of fisheries remains a sticking point in the negotiations, with even landlocked member states supporting a hard link between fisheries and trade agreements.

In addition to the discussions on fisheries, a veterinary agreement is being pursued to facilitate the flow of food, fish, and animals between the UK and EU. However, industry executives have warned that any deal would need to be permanent to achieve lasting cost reductions. The veterinary agreement would also entail a financial contribution from the UK.

UK ministers have faced criticism from within their own party for potentially compromising on key Brexit principles, such as dynamic alignment with EU rules. The proposed youth mobility scheme, which would offer visas to 18-30-year-olds for work, study, and travel between the UK and EU, has raised concerns about additional temporary migration to the UK.

While EU member states are pushing for equal tuition fees for their students attending British universities, allies of UK Labour leader Keir Starmer have indicated that EU students will not be charged the same fees as UK students due to financial constraints within the university sector. The draft text also includes provisions for a dispute resolution mechanism involving an independent arbitration panel and the ultimate authority of the European Court of Justice on EU law interpretation.

The UK government maintains that the ECJ’s role in any reset deal would be similar to its role in the Brexit withdrawal agreement, with an arbitration body making final decisions in disputes. Despite the challenges in the negotiations, both sides are committed to securing the best outcomes for their respective interests.

As the deadline for the EU-UK summit approaches, the future of post-Brexit relations remains uncertain, with key issues still unresolved.
