The directive, issued by the US Department of Commerce to electronic design automation (EDA) companies such as Cadence, Synopsys, and Siemens EDA, aims to restrict the supply of technology to China. While the exact details of the directive are unclear, it underscores the administration’s commitment to curbing China’s progress in developing cutting-edge artificial intelligence chips.

In response to the directive, Synopsys CEO Sassine Ghazi stated that the company had not received a notice from the Bureau of Industry and Security, the arm of the US commerce department that oversees export controls. However, the company is anticipating a decline in revenue from China as a result of the restrictions.

The timing of this directive is crucial, as the US and China are currently engaged in trade negotiations. The Trump administration had previously considered blacklisting several Chinese chipmakers, but some officials advocated for a delay to avoid disrupting the ongoing talks.

The impact of these restrictions extends beyond just the EDA companies involved. While EDA software represents a small portion of the semiconductor industry, it plays a critical role in the development and testing of next-generation chips.
