LONDON — Lancaster House, an ornate government mansion in the U.K. capital, is the venue for the second round of tariff negotiations between the U.S. and China. These talks are under close scrutiny by investors and world leaders as they aim to prevent a further escalation of trade tensions between the world’s top two economies.

The discussions extended into a second day on Tuesday, with key U.S. officials including Commerce Secretary Howard Lutnick, Trade Secretary Scott Bessent, and Trade Representative Jamieson Greer in attendance. Representing Beijing is Chinese Vice Premier and lead economic representative He Lifeng.

President Trump told reporters at the White House on Monday that he received positive feedback from the negotiations. Trump expressed optimism, stating, “We’re making progress with China. Dealing with China is no easy task.”

The last meeting between the two sides took place in Geneva in May, where they agreed to a 90-day suspension of the exorbitant tariffs imposed during the height of the trade dispute. Some tariffs imposed by the U.S. during a previous trade conflict in Trump’s first term remain in effect on Chinese imports.

Currently, U.S. tariffs on Chinese goods remain higher than those on imports from other nations. The U.S. has reduced its base tariffs on Chinese products to 30%, while China has cut its tariffs to 10%.

Key topics of discussion in the current negotiations include Chinese exports of rare earth minerals, crucial for various industries, and China’s access to advanced U.S. technology such as computer chips.

The U.S. negotiation team is also pressuring China to increase purchases of American goods and narrow the U.S. trade deficit with China, a key provision of the Phase One trade deal signed during Trump’s initial term but not fully implemented by China.

Tensions have risen between the two nations since the Geneva agreement, with accusations of breaches from both sides.

In response to U.S. tariffs, China has restricted more of its rare earth mineral exports, a sector where it holds a dominant position. Chinese data shows a significant decrease in rare earth exports to the U.S. and EU compared to the previous year.

President Trump announced that China’s Xi Jinping agreed to resume rare earth exports to the U.S., potentially resolving this issue during the current talks.

While China has shown willingness to establish a streamlined process for companies needing rare earths, it remains firm on maintaining control over the global supply of refined rare earth products for domestic industrial needs.

Recent tensions also stem from U.S. restrictions on high-end semiconductor chip technology exports to China and plans to revoke visas for Chinese students.

Analysts caution against high expectations for major breakthroughs in the talks, emphasizing the complexity of the issues at hand. Both sides are unlikely to offer further tariff reductions, signaling a challenging phase in U.S.-China trade negotiations.

As discussions continue in London, U.S. officials anticipate lengthy talks, while the Chinese delegation is prepared for ongoing negotiations beyond Tuesday.

In a separate meeting, China’s commerce minister Wang Wentao engaged with Britain’s business secretary Jonathan Reynolds, emphasizing the importance of upholding the multilateral trading system and enhancing cooperation in finance and sustainability.

The U.K. government, although not directly involved in the U.S.-China talks, supports the dialogue as it aligns with the nation’s commitment to free trade. The U.K. is finalizing its own trade agreement with the U.S., reflecting its dedication to fostering economic partnerships.
