By the powers granted to me as President by the Constitution and the statutes of the United States of America, I hereby decree:

Section 1.  Policy.  From the breathtaking vistas of the Grand Canyon to the serene beauty of the Great Smoky Mountains, America’s national parks have been the backdrop for cherished family memories across generations. My Administration is committed to ensuring that these invaluable experiences continue for future families by adjusting entry fees for international visitors, enhancing affordability for U.S. residents, and broadening access to our nation’s magnificent natural treasures.

Sec. 2.  Enhancing the Beauty of America Through Our National Parks.  (a)  The Secretary of the Interior is tasked with formulating a comprehensive strategy to bolster revenue and elevate the recreational experience at national parks by judiciously increasing entrance and recreation fees for non-residents in areas within the National Park System that currently impose such fees, as delineated in 16 U.S.C. 6801. Furthermore, in alignment with applicable laws, the Secretary of the Interior, in collaboration with the Secretary of Agriculture where appropriate, shall explore raising the cost of the America the Beautiful Pass — which covers access to national parks and federal recreational lands — along with any regional or site-specific passes sold to non-residents.

(b)  Any additional revenue generated from the fee adjustments outlined in subsection (a) will be dedicated to enhancing the infrastructure of, and overall access to, America’s federal recreational areas, as outlined in 16 U.S.C. 6807.

(c)  In an effort to improve services and affordability for U.S. residents visiting national parks, the Secretary of the Interior will collaborate with the Secretary of Agriculture, ensuring that such actions remain compliant with applicable laws.

(d)  The Secretary of the Interior, alongside the Secretary of State, will endeavor to promote international tourism in America’s national parks and outdoor recreation areas, with a focus on increasing utilization of underappreciated natural spaces.

(e)  A thorough review of the maintenance backlog within the National Park Service will be conducted by the Secretary of the Interior, who will also take necessary actions to fully implement the National Parks and Public Land Legacy Restoration Fund established by the Great American Outdoors Act (Public Law 116-152). This includes investing in national park infrastructure and expanding visitor capacity to accommodate more Americans seeking to enjoy these parks.

(f)  The Secretary of the Interior shall reassess all regulations and policies related to public use of national parks and take appropriate measures, in accordance with the law, to ensure that the National Park Service manages national parks in line with the principles of this order. Special attention will be given to reviewing recreational access rules implemented during the previous administration, with the goal of rescinding any that unnecessarily hinder recreation in national parks. Additionally, actions will be taken to prioritize American residents in any remaining recreational access regulations, including those pertaining to permits or lotteries, in accordance with applicable laws.

Sec. 3.  Revocation.  The Presidential Memorandum dated January 12, 2017 (Promoting Diversity and Inclusion in Our National Parks, National Forests, and Other Public Lands and Waters) is hereby rescinded.

Sec. 4.  General Provisions.  (a)  This order should not be interpreted to undermine or otherwise affect:

(i)   the authority bestowed by law upon any executive department, agency, or its head; or 

(ii)  the responsibilities of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals. 

(b)  The implementation of this order will adhere to applicable laws and be subject to available appropriations. 

(c)  This order does not create any rights or benefits, whether substantive or procedural, that can be enforced at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual. 

(d)  The Department of the Interior shall bear the costs associated with the publication of this order.
