‘Habitual juvenile offender’ on ankle monitor carjacked disabled woman at gunpoint, officials say

Kennedy Leach, an 18-year-old labeled as a “habitual juvenile offender” by officials, has been charged with aggravated vehicular hijacking of a handicapped person after carjacking a 62-year-old physically handicapped woman at gunpoint outside her Chicago home last month. The incident occurred on June 17 in the 3500 block of West Congress Parkway at around 10:18 a.m.

According to prosecutors, Leach, who was already on juvenile parole at the time, was wearing an ankle monitor when he and an accomplice approached the woman outside her residence. Leach pulled a gun from his waistband, threatening the victim before stealing her 2015 Infiniti SUV. The pair then fled the scene in both the stolen vehicle and a red Ford Focus, which had been taken at knifepoint two days earlier in the 4200 block of West Gladys.

Chicago police officers later spotted the stolen Infiniti near the 1000 block of South California Avenue and pursued two individuals who ran from the vehicle. They apprehended Leach, who was still wearing his ankle monitor and informed the officers that he was on parole. Judge Deidre Dyer ordered Leach to be held in custody, citing his “extensive” juvenile record involving “similar conduct.”

It is concerning to see a young individual engaging in such criminal behavior, especially when he was already under electronic monitoring and on parole. The incident highlights the need for stronger measures to prevent juvenile offenders from reoffending and endangering the community.
