Texas Governor Greg Abbott has called for a special session of the state legislature to address a range of issues, including flood recovery and redistricting. A joint committee on disaster preparedness and flooding held a hearing in Kerr County, where devastating floods took the lives of 107 people last month. The committee listened to survivors and witnesses, highlighting the urgent need for action.

Survivors shared harrowing stories of the flood and its aftermath, underscoring the importance of effective risk communication and infrastructure development. Timely alerts and robust flood control measures were identified as crucial elements in disaster preparedness. However, the lack of flood insurance coverage and affordability issues present significant challenges for residents seeking to rebuild their lives.

Financial support for recovery efforts is essential, as communities struggle to recover and rebuild. State resources must be mobilized to assist with debris removal and early recovery efforts. While Texas boasts a substantial surplus and Rainy Day Fund, there is no dedicated fund for disaster response. State leaders must act swiftly to provide necessary funding and support to affected communities.

The housing landscape in Hill Country is complex, with concerns about post-disaster speculation and the impact on both permanent and seasonal residents. Recovery programs must be tailored to address the needs of all residents and prevent exploitation in the aftermath of a disaster.

As Texas grapples with the aftermath of devastating floods, uncertainty looms over the path forward. The special legislative session faces challenges, including restrictions on local government funding and political gridlock. The future of FEMA and long-term recovery funding remains uncertain, leaving communities in limbo.

The people of Texas Hill Country deserve swift and decisive action from state and federal leaders to support their recovery efforts. In the face of loss and devastation, inaction is not an option. It is imperative that Governor Abbott and Congress prioritize the needs of disaster survivors and provide the necessary resources for a resilient recovery.
