MEMORANDUM FOR THE SECRETARY OF STATE

               THE SECRETARY OF THE TREASURY

THE ATTORNEY GENERAL

THE SECRETARY OF HOMELAND SECURITY

SUBJECT:       Addressing Domestic Terrorism and Organized

               Political Violence

By the authority granted to me as President of the United States, I hereby announce the following directives:

Section 1. Nature of Domestic Terrorism and Political Violence. The frequency of brutal assassinations and other violent political actions in the United States has surged alarmingly in recent years. Following the abhorrent assassination of Charlie Kirk, some individuals who resonate with the shooter’s ideology not only celebrated this egregious act but also called for further violence. This incident was preceded by the assassination of a senior healthcare executive in 2024, and an attempted assassination against Supreme Court Justice Brett Kavanaugh in 2022. Moreover, during the 2024 Presidential election cycle, there were two separate attempts on my life within a span of three months. Disturbingly, riots in cities like Los Angeles and Portland indicate a staggering over 1,000% rise in attacks on U.S. Immigration and Customs Enforcement (ICE) officers since January 21, 2025, compared to the preceding year. Just yesterday, a shooting targeted an ICE facility in Dallas, resulting in multiple casualties. Parallel anti-police demonstrations have caused numerous fatalities and injuries, as well as more than $2 billion in national property damage.

This escalating political violence is not a mere collection of unlinked events or spontaneous eruptions. It signifies a calculated, strategic effort of intimidation, radicalization, threats, and violence aimed at silencing dissenting voices, stifling political activity, influencing or dictating policy outcomes, and undermining a functional democratic society. To address this, we require a renewed law enforcement strategy that identifies and investigates all participants in these malignant conspiracies—including the underpinning organized structures, networks, funding sources, and actions involved.

The campaigns often commence with the isolation and dehumanization of specific targets to provide a moral cover for violence against them. This is achieved through various channels, including anonymous online chat rooms, physical gatherings, social media platforms, and even educational institutions. The tensions escalate into coordinated doxing efforts, exposing personal details such as home addresses and phone numbers with blatant intentions of inciting harassment, intimidation, or physical assault. A case in point is the doxing of several ICE agents in Los Angeles, aimed at obstructing lawful government operations as well as aiding criminal conduct.

While these motives show a recurring pattern, they coalesce under self-identified “anti-fascism.” Proponents of this ideology bizarrely brand foundational American values—like law enforcement support and border security—as “fascist,” seeking to justify acts of violent upheaval. This false narrative has emerged as a rallying cry for domestic terrorists intent on attacking our democratic institutions, constitutional rights, and core American freedoms. Common unifying threads of this violent conduct include anti-Americanism, anti-capitalism, anti-Christian sentiment; calls advocating for the overthrow of the U.S. government; and extreme views on immigration, race, and gender. As outlined in the September 22, 2025 Order, designating Antifa as a Domestic Terrorist Organization, these groups embody a violent movement aimed at achieving policy goals through radicalization and intimidation—including justifications for further assassinations. An example of this is the engraving of “anti-fascist” slogans on the bullets used in Charlie Kirk’s murder.

In light of these dynamics, the United States necessitates a national strategy to investigate and disrupt the networks inciting political violence. Through a rigorous approach, law enforcement will work to disband organizations and systems that propagate organized violence, intimidate citizens, and undermine our democratic framework.

Sec. 2 Investigation of Domestic Terrorist Entities. (a) The National Joint Terrorism Task Force (JTTFs) will spearhead and coordinate a national strategy geared towards the investigation, prosecution, and disruption of parties engaging in political violence and intimidation that obstruct lawful political activity or challenge the rule of law. This strategy will encompass the investigatory and prosecutorial measures delineated within this section.

(b) The JTTFs are tasked with probing potential Federal crimes associated with:

(i)   political violence, terrorism, or conspiracies against rights; or

(ii)   violent infringements on any citizen’s rights.

(c) Moreover, the JTTFs must also scrutinize:

(i)   institutional and individual funders, along with employees of organizations that are either complicit in or supportive of the principal actors involved in these criminal activities; and

(ii)   non-governmental organizations and U.S. citizens abroad or with ties to foreign entities engaged in violations of the Foreign Agents Registration Act (22 U.S.C. 611 et seq) or acts of money laundering to fund entities that encourage domestic terrorism.

(d) The JTTFs will consult and collaborate with necessary executive departments and agencies to assess whether existing legal authorities can be utilized to bolster their investigative and prosecutorial efforts concerning political violence.

(e) To the extent permissible by law, the JTTFs may seek operational assistance from and coordinate activities with applicable law enforcement bodies while delving into domestic terrorism.

(f) The National Joint Terrorism Task Force is mandated to furnish the President with regular progress updates via the Assistant to the President and the Homeland Security Advisor.

(g) The Attorney General must direct the Department of Justice to prosecute all Federal offenses, to the fullest extent allowed by law, correlating with the investigations outlined in subsections (a) through (c) hereof.

(h) The Attorney General shall issue explicit guidance ensuring that priorities regarding domestic terrorism encompass politically motivated acts of terrorism, such as organized doxing campaigns, swatting, riots, looting, trespassing, assault, property destruction, threats of violence, and civil disorder. This guidance will also identify any recurring behaviors, motivations, or patterns that are prevalent among organizations coordinating these acts to direct prevention measures effectively.

(i) The Secretary of the Treasury, in collaboration with the Attorney General, will allocate all permissible resources to identify and dismantle financial networks supporting domestic terrorism and political violence. Through the Terrorism and Financial Intelligence Office, the Secretary will deploy investigative resources, analyze financial transactions, and forge alliances with partner agencies to trace illicit funding pathways. Furthermore, the Secretary will guide financial institutions on filing Suspicious Activity Reports to root out this illegal funding and ensure law enforcement actions are taken as appropriate.

(j) The Commissioner of the Internal Revenue Service shall act to ensure that no tax-exempt bodies are inadvertently or purposefully financing political violence or domestic terrorism. Additionally, where pertinent, the Commissioner will ensure such organizations, including their personnel and leaders, are referred to the Department of Justice for investigation and conceivable prosecution.

(k) All Federal law enforcement entities with investigative authority must interrogate individuals involved in political violence to ascertain their affiliations with organizing entities and any financial backers connected to these actions, prior to any legal adjudication or plea agreements being established. Priority should be given to crimes like the assault on Federal officers as dictated by 18 U.S.C. 111, conspiracies against rights under 18 U.S.C. 241, solicitations for violent crimes under 18 U.S.C. 373, and other relevant violations.

(l) All federal law enforcement agencies with the authority to investigate will adopt strategies reminiscent of those employed to counter violent crime and organized crime, aimed at disrupting and dismantling entire networks engaged in criminal conduct.

Sec. 3 Designation by the Department of Justice. Through the investigations outlined in section 2 of this memorandum, the Attorney General may propose the designation of any group or entity whose activities meet the definition of “domestic terrorism” as stipulated in 18 U.S.C. 2331(5) as a “domestic terrorist organization.” The Attorney General will compile and submit a list of such entities to the President through the Assistant to the President and Homeland Security Advisor.

Sec. 4 Domestic Terrorism as a National Priority Area. The Attorney General and the Secretary of Homeland Security shall establish domestic terrorism as a national priority area and devise suitable grant programs to allocate resources to law enforcement partners in their efforts to recognize, thwart, and safeguard against threats emanating from this domain.

Sec. 5 General Provisions. (a) This memorandum shall not be interpreted in a way that undermines or otherwise influences:

(i)   the powers granted by law to any executive department or agency, or the leaders thereof; or

(ii)   the functions of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative proposals.

(b) This memorandum will be executed consistent with applicable law and subject to the availability of appropriations.

(c) This memorandum does not confer any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States or its departments, agencies, officers, employees, or agents.

(d) The Secretary of Homeland Security is charged with publishing this memorandum in the Federal Register.
