The United Kingdom government’s pandemic spending of £41.8 billion ($54.8 billion) has come under scrutiny for carrying a ‘high risk’ of corruption, according to a recent report by NGO Transparency International. The investigation found that Covid-19 contracts totaling around £15.8 billion ($20 billion) raised red flags due to questionable procurement processes.

The report highlighted that contracts with three or more ‘red flags’ indicated a high risk of corruption. These flags included the awarding of contracts without competitive processes or to companies less than 100 days old. Out of the 5,000 Covid-19 contracts examined, 135 contracts had multiple red flags, suggesting that high-value deals were awarded without proper procedures.

During the pandemic, the government relaxed many standard procurement rules to expedite the process of acquiring goods. However, this decision has sparked controversy and raised concerns about transparency and accountability in government spending.

One major issue highlighted in the report was the inadequacy of emergency stockpiles in the UK. Critical items such as protective gowns and body bags were not adequately stockpiled before the pandemic, leaving the country vulnerable to global supply chain disruptions. The chaotic procurement of personal protective equipment (PPE) during the pandemic was also a cause for concern.

The UK government spent a substantial amount of public funds on PPE, much of which was never used. The rush to secure equipment led to the purchase of items at inflated prices and excessive orders that arrived late and were deemed unusable. The government incurred significant costs storing unused PPE, with billions of pounds being written off due to the products being unsuitable for the healthcare system.

A significant portion of the unused PPE was purchased through a controversial ‘VIP’ procurement lane, where companies recommended by government ministers were given priority. The spotlight on Corruption organization revealed that around £1 billion ($1.3 billion) worth of unsuitable products were procured through this channel.

The government’s response to the Transparency International report emphasized that policy decisions were not influenced by political donations. However, the report raised concerns about systemic weaknesses and political choices that allowed cronyism to thrive in the procurement process.

The Labour government has pledged to investigate alleged corruption in pandemic contracts and recover funds where possible. The call for accountability and transparency in government spending is crucial to prevent similar issues in the future.
