President’s Executive Order on Amending Duties to Address Illicit Drugs Across Northern Border
As President of the United States, I am taking action to address the flow of illicit drugs across our northern border. By invoking the International Emergency Economic Powers Act, the National Emergencies Act, and other relevant laws, I hereby issue the following executive order:
Section 1: Amendment to Executive Order 14193
Executive Order 14193, issued on February 1, 2025, and amended on February 3, 2025, is further amended by revising section 2(h) to ensure that duty-free de minimis treatment under 19 U.S.C. 1321 is available for eligible covered articles. This treatment will cease upon notification by the Secretary of Commerce that adequate systems are in place to collect tariff revenue for covered articles.
Section 2: General Provisions
(a) This order does not affect the authority of executive departments or the functions of the Director of the Office of Management and Budget.
(b) Implementation of this order will be consistent with applicable law and subject to appropriations.
(c) This order does not create any enforceable rights or benefits against the United States or its entities.
