In what seems to be a recurring theme, a far-left activist judge is once again attempting to influence United States foreign policy—this time by safeguarding violent criminal undocumented immigrants whom President Donald J. Trump and his administration have endeavored to remove from American streets.
“We executed a deportation flight from Texas aimed at expelling some of the most heinous, violent individuals residing illegally in the United States. No nation on earth was willing to accept them due to the uniquely atrocious nature of their crimes. Thanks to the brave efforts of the State Department, ICE, and the President’s national security team, we managed to find a country willing to take custody of these dangerous illegal aliens,” stated Assistant DHS Secretary Tricia McLaughlin.
“As a veteran law enforcement officer and an ICE officer, I’ve been grappling with these obstinate countries for years—watching as repeated murderers, sex offenders, and violent criminals are released back into the United States because their home countries refuse to accept them,” remarked Acting ICE Director Todd Lyons. “Under President Trump and Secretary Noem’s guidance, we now have the ability to eliminate these public safety threats so they can no longer endanger our communities.”
Below are the criminal undocumented immigrants that the activist judge is attempting to protect:
Enrique Arias-Hierro, a Cuban national. He has convictions for homicide, armed robbery, strongarm robbery, kidnapping, and impersonating an official. Arrested by ICE on May 2, 2025.

Jose Manuel Rodriguez-Quinones, a Cuban national. He has convictions for attempted first-degree murder with a weapon, battery, larceny, cocaine possession, and cocaine trafficking. Arrested by ICE on April 30, 2025.

Thongxay Nilakout, a citizen of Laos. He has convictions for first-degree murder and robbery. Arrested by ICE on January 26, 2025.

Jesus Munoz-Gutierrez, a Mexican national. He has a conviction for second-degree murder. Arrested by ICE on May 12, 2025.

Dian Peter Domach, a South Sudanese national. He has convictions for robbery, firearm possession, possession of burglary tools, and driving under the influence. Arrested by ICE on May 8, 2024.

Kyaw Mya, a Burmese national. He has a conviction for lascivious acts involving a child victim under the age of 12. Arrested by ICE on February 18, 2025.

Nyo Myint, a Burmese national. He has a conviction for first-degree sexual assault involving a victim unable to resist and has also been charged with aggravated assault. Arrested by ICE on February 19, 2025.

Tuan Thanh Phan, a Vietnamese national. He has convictions for first-degree murder and second-degree assault. Arrested by ICE on May 3, 2025.
“A local judge in Massachusetts is attempting to compel the United States to reinstate custody of these exceptionally dangerous individuals who pose a clear and present danger to both American citizens and victims. While we adhere fully to the law and court orders, it is absolutely ludicrous for a district judge to try to dictate the foreign policy and national security of the United States of America,” concluded Assistant Secretary McLaughlin.
