Australia Introduces Streaming Quotas for Major Platforms

Australia has taken a significant step by implementing streaming quotas that will require major platforms like Netflix, Disney+, Prime Video, Apple TV+, and Stan to invest a portion of their revenue or expenditure into Australian content. This move, which will be enforced through a new bill, marks a major shift in screen policy and brings streaming services under a regulatory framework similar to that of traditional broadcasters.

Under the new legislation, streaming platforms will need to allocate around 10% of their Australian expenditure or 7.5% of local revenue towards producing Australian drama, documentary, children’s, and cultural programming. This requirement aims to ensure that Australian stories are given prominence on these platforms, just like they have been on free-to-air and pay-TV networks for years.

Arts Minister Tony Burke emphasized the importance of showcasing Australian stories on screen, stating that it is crucial for audiences to see themselves reflected in the content they consume. Communications Minister Anika Wells echoed this sentiment, highlighting the cultural significance of Australian storytelling and the need for it to be accessible across all viewing platforms.

While platforms like Netflix, Disney+, Prime Video, and Stan have already produced successful Australian content, the new quotas may impact their budgets and raise questions about what constitutes as “Australian” programming. Despite these potential challenges, industry reactions have been positive, with organizations like Screen Producers Australia praising the legislation for creating a more level playing field for Australian content creators.

The specifics of how these quotas will be monitored and enforced are still being finalized, but the message to producers is clear: Australian stories are no longer optional for streaming platforms. They are now an integral part of the content landscape and must be prioritized.
