China’s export controls have extended beyond rare earths and magnets, causing disruptions in the global supply chain and contradicting US claims of a trade deal resolution. Initially targeting seven rare earth metals and magnet materials in response to Trump’s tariffs, Beijing’s export restrictions have now expanded to include additional inspections and testing for products not on the original control list.

Despite the US-China agreement to expedite rare earth shipments, Chinese companies and western industry executives report delays and heightened scrutiny for products like titanium rods and zirconium tubes. Even items not containing controlled substances are being held up, causing significant disruptions for exporters and logistics companies.

China’s dominance in rare earth processing and magnet manufacturing gives it significant leverage over trading partners. In response to US restrictions on tech exports, Beijing has increased controls on strategic materials crucial to chip manufacturing, such as gallium, germanium, and tungsten. The Ministry of Commerce’s request for production details and customer lists has raised concerns about data security and trade secrets.

While the export license approval process has improved since April, with European companies seeing some progress, over 60% of western companies in China report unapproved export applications. Some companies with licenses for rare earths and magnets are facing additional delays due to new testing requirements, leading some to opt for airfreight to avoid inspections.

The unpredictability and opacity of China’s export controls continue to impact global supply chains, with exporters navigating a complex and challenging regulatory environment. The need for a stable and predictable approval process is crucial for stabilizing trade relations and ensuring the smooth flow of critical materials.
