Department of Health and Human Services Demands $3.7 Million Repayment from Delaware
The Department of Health and Human Services is requesting that Delaware repay $3.7 million after state officials inaccurately claimed eligibility for funds to support low-income families.
Assistant Secretary Alex Adams informed Governor Matt Meyer that Delaware had until Jan. 14 to return the “contingency funding” from the Temporary Assistance for Needy Families (TANF) program.
TANF provides cash assistance for food, child care, early learning programs, and workforce training opportunities for impoverished families.
If the funds are not returned, Adams cautioned that future block grants to Delaware from the Administration for Children and Families (ACF) may be reduced.
Adams explained, “In order to be eligible to retain TANF Contingency Fund payments, a state must meet the requirement to maintain 100% of the applicable Maintenance of Effort (MOE) level.” He noted that Delaware officials had certified that they would provide matching funding but failed to meet the requirement.

Delaware needed to spend $24,826,042 in state funding in fiscal year 2024 to receive all federal funding. However, only $21,872,175 was disbursed by the state.
