Under the powers granted to me as President by the Constitution and the laws of the United States, and in line with chapter 10 of title 5, United States Code (known as the Federal Advisory Committee Act), the following is ordered:
Section 1. The Federal Emergency Management Agency Review Council, created by Executive Order 14180 on January 24, 2025, and extended by Executive Order 14378 on January 23, 2026, will continue to operate until 10 days after the report required under section 3(c) of Executive Order 14180 is delivered to the President, or until May 29, 2026, whichever comes first.
Sec. 2. Despite any other Executive Order, the President’s responsibilities under the Federal Advisory Committee Act, pertaining to the Federal Emergency Management Agency Review Council, will be carried out by the Secretary of Homeland Security, following the regulations, guidelines, and procedures set by the Administrator of General Services.
Sec. 3. Sections 1 and 2 of Executive Order 14378 are replaced by sections 1 and 2 of this order.
Sec. 4. General Provisions. (a) This order should not be interpreted to undermine or otherwise influence:
(i) the authority legally granted to an executive department or agency, or its leader; or
(ii) the duties of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.
(b) This order will be carried out in accordance with applicable laws and dependent on available funding.
(c) This order does not establish any right or benefit, substantive or procedural, enforceable by law or in equity against the United States, its departments, agencies, entities, officers, employees, agents, or any other person.
(d) The Department of Homeland Security will bear the costs of publishing this order.
