Rijkswaterstaat, the operational arm of the Dutch Ministry of Infrastructure and Water Management, has recently finalized a significant contract with the GelreGroen joint venture (JV) for a major highway project in the Netherlands.
The GelreGroen JV, which consists of HOCHTIEF (40%), John Laing (40%), Dura Vermeer (10%), and BESIX (10%), has been tasked with the planning, construction, and ongoing maintenance of the project. Additionally, a consortium made up of HOCHTIEF, Dura Vermeer, BESIX, and Van Oord, each holding a 25% stake, will be responsible for executing the work.
Located in the Arnhem area, the project involves extending the A15 highway by 12km and widening the A12 and A15 roads with additional lanes across a 23km stretch. The contract also encompasses the financing, operation, and maintenance of the highway until 2051.
Initially awarded to the JV in 2020, the project faced delays due to appeals before the domestic Supreme Administrative Court, which hindered the commencement of work. However, the project is now scheduled to kick off in January 2026, with the new section of the A15 highway and the additional lanes on the A12/A15 set to open by the end of 2031.
As construction progresses, the project will involve the construction of 45 bridge structures, ten traffic junctions, and the installation of additional noise barriers. A standout feature of the project is a new bridge over the Pannerdensch Canal, approximately 2.5km in length, which will serve as its centerpiece.
Sustainability is a key focus of the project, influencing the planning, construction, and operation phases. The GelreGroen name reflects an environmentally focused design, with the development incorporating the reuse of materials and green construction methods.
In a related development, HOCHTIEF recently announced its partnership with cloud solutions provider IONOS Group to submit an expression of interest to the European Commission for the construction and operation of an AI ‘Gigafactory’ in Europe.
