Texas Attorney General Ken Paxton has recently unearthed what he describes as “illegal activities” associated with the developers of the contentious ‘Sharia City’ and its accompanying mega mosque project.
“My investigation into the EPIC City developers has revealed numerous infractions, and I will be seeking a referral from the State Securities Board to initiate legal proceedings,” Paxton stated emphatically.
He added, “Following a meticulous investigation, it has become glaringly obvious that those behind EPIC City have not only bent but outright broken the law.”
According to Paxton’s office, “Evidence suggests that parties connected to the East Plano Islamic Center (EPIC) have breached both federal and state securities laws and regulations. Consequently, Attorney General Paxton is formally calling on the Texas State Securities Board (TSSB) to urgently assess these findings and subsequently refer the case back to his office, enabling the legal pursuit of those responsible.”
In March, the Attorney General announced his foray into investigating EPIC City, later expanding this inquiry to include document requests from local governments and other stakeholders who may have facilitated this allegedly unlawful development. His office maintains that this comprehensive investigation revealed clear violations of state and federal statutes by individuals and organizations associated with EPIC City.
For legal action to be initiated against the EPIC City developers, the Attorney General’s office requires a referral from the TSSB. Paxton extended an invitation to TSSB Chairman E. Wally Kinney and Commissioner Travis J. Iles, urging them to scrutinize the initial evidence and determine its alignment with legal standards, thereby enabling further action should the TSSB concur with his findings.
Earlier this year, Texas Governor Greg Abbott sparked controversy with his vocal opposition to a proposed Islamic “mega-city” situated in proximity to Dallas.
“As a reminder, Sharia law is prohibited in Texas, a statute I endorsed in 2017.”
Governor Abbott elaborated that the state is scrutinizing EPIC City amid numerous allegations, including possible manipulations to bypass this law.

The East Plano Islamic Center (EPIC), working alongside its affiliate Community Capitol Partners, aims to build a community featuring 1,000 homes approximately 40 minutes from Dallas. This proposed “Sharia City” is set to include a grand mosque, schools adhering to Sharia principles, a community college, and various sports facilities.
