BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

The rule of law stands as the cornerstone of our constitutional framework and the shining emblem of the American ethos. Since the Constitution’s ratification, individuals and nations worldwide have regarded the United States as a beacon of liberty and justice. As we observe Law Day, U.S.A., and Loyalty Day, we reaffirm our commitment to the Constitution and renew our dedication to safeguarding our rich legacy of fairness, equality, and freedom against all forms of threat, both foreign and domestic.

For centuries, the global community has admired America for its steadfast adherence to the principle of equal justice under the law. Regrettably, in recent years, our constitutional heritage has faced challenges from a political class that has prioritized retribution over justice. During the previous administration, federal law enforcement agencies shockingly allowed violent offenders to roam freely while focusing their efforts on parents, churchgoers, political adversaries, and ordinary citizens. This misuse of governmental power poses a serious threat to our sovereignty and fundamentally contradicts the sacred principles that define our nation, evoking memories of authoritarian regimes.

This degradation of the American justice system ceased the moment I took my oath of office. Under my administration, federal law enforcement agencies are once again embracing the foundational American ideals of fairness and impartiality, swiftly restoring the constitutional rights of every citizen.

As we strive to reinstate justice in our courtrooms, maintain order on our streets, and uphold respect for our laws, we solemnly commemorate the more than 100 million victims of communism in the 20th century whose lives were brutally taken, and we stand in solidarity with the countless individuals around the globe currently suffering under the yoke of oppressive regimes.

First declared by President Dwight D. Eisenhower in 1955, Loyalty Day was established as a direct counter to May Day celebrations, often associated with communist groups, and as a symbol of hope for those still burdened by the injustices of communism and tyranny. Today, America remains a living testament that the principles of our Founding will always prevail over the malevolence of communism and dictatorship. As President Ronald Reagan aptly noted in his 1989 Farewell Address, our nation stands before the world as a “tall, proud city built on rocks stronger than oceans, wind-swept, God-blessed, and teeming with people of all kinds living in harmony and peace.”

For nearly 250 years, the United States has proudly upheld a grand tradition of legal and political thought that traces back to the earliest days of Western civilization. Today, we reaffirm that our allegiance to the constitutional rule of law is our pride, our glory, and an enduring source of American greatness. We recognize that true love for our country necessitates loyalty, and that a nation devoid of a free and impartial rule of law is no nation at all. Above all, we commit to ushering in a new era of justice, integrity, and honor across our culture, our courtrooms, and our government.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim May 1, 2025, as Loyalty Day and, in accordance with Public Law 87–20, as Law Day, U.S.A. I urge all Americans to commemorate this day by reflecting on the importance of the rule of law in our nation, displaying the flag of the United States in support of this national observance, and learning more about our nation’s proud history. I also encourage all government officials to display the flag of the United States on all government buildings and grounds on this day.

IN WITNESS WHEREOF, I have hereunto set my hand this first day of May, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and forty-ninth.
