By the power entrusted to me as President under the Constitution and the laws of the United States, I hereby issue the following directive:
Section 1. Objective. As the Federal capital, Washington, D.C. stands as a shared symbol for all Americans—a city that belongs to everyone. It is imperative that this cornerstone of our great Nation not only embodies beauty but also prioritizes cleanliness and safety in all public spaces.
Our capital city must be a sanctuary where residents, commuters, and tourists can feel secure at any hour, including while navigating public transportation. Its thoroughfares, parks, and open spaces should be meticulously maintained and inviting. The monuments, museums, and governmental edifices ought to evoke admiration and serve as testaments to our Nation’s strength, greatness, and enduring legacy. Our citizens rightfully deserve nothing less.
Sec.2. Policy Statement. The United States is committed to ensuring that the District of Columbia is safe, attractive, and thriving by curtailing crime, punishing offenders, maintaining order, safeguarding our cherished American monuments, and fostering the beautification and preservation of our rich history and heritage.
Sec.3. Enhancing Safety in the District of Columbia. (a) My Administration will collaborate closely with local officials to exchange information, establish mutual priorities, and optimize resources for ensuring the safety of Washington, D.C. This collaboration will be facilitated through the establishment of the D.C. Safe and Beautiful Task Force (hereafter referred to as the Task Force). The Task Force will be led by the Assistant to the President and Homeland Security Advisor or their designated representative, and will include members from the following departments, agencies, or components, as determined by those entities:
(i) the Department of the Interior;
(ii) the Department of Transportation;
(iii) the Department of Homeland Security;
(iv) the Federal Bureau of Investigation;
(v) the United States Marshals Service;
(vi) the Bureau of Alcohol, Tobacco, Firearms and Explosives;
(vii) the United States Attorney’s Office for the District of Columbia;
(viii) the United States Attorney’s Office for the District of Maryland; and
(ix) the United States Attorney’s Office for the Eastern District of Virginia.
The Chairman of the Task Force may also include other departments, agencies, or components as deemed necessary. Representatives from these additional entities will be selected according to their respective protocols.
(b) The Task Force may, within legal boundaries, seek operational support from and coordinate with the Metropolitan Police Department of the District of Columbia (MPD), Washington Metropolitan Area Transit Authority, United States Park Police, Amtrak Police, and other relevant Federal and local officials.
(c) The Task Force will coordinate to ensure effective Federal involvement in these key tasks:
(i) enforcing Federal immigration laws and reallocating available law enforcement resources to apprehend and deport undocumented individuals in the Washington, D.C. metropolitan area;
(ii) monitoring the sanctuary-city status of the District of Columbia and ensuring compliance with Federal immigration enforcement;
(iii) facilitating the prompt and comprehensive accreditation of the District of Columbia’s forensic crime laboratory;
(iv) assisting MPD, in collaboration with its leadership and union, to enhance recruitment, retention, and capabilities of officers while leveraging Federal resources to reduce crime;
(v) cooperating with local entities to expedite and reduce costs associated with concealed carry license processing in the District of Columbia;
(vi) reviewing and possibly revising Federal prosecutorial policies regarding pretrial detention to ensure that those posing genuine threats to public safety are detained as extensively as legally permissible;
(vii) collaborating with local government to curb fare evasion and other crimes within the Washington Metropolitan Area Transit Authority system; and
(viii) enhancing Federal law enforcement presence and coordinating with local law enforcement to reinforce their presence in critical areas of the District, including the National Mall, memorial parks, museums, and various parks, while strictly enforcing public safety laws against assault, theft, vandalism, public disturbances, and other infractions, as outlined in Executive Order 13933 issued on June 26, 2020, and reaffirmed by Executive Order 14189 on January 29, 2025.
(d) The Task Force will report to me through the Assistant to the President and Homeland Security Advisor regarding safety in the District, including the tasks outlined above. As part of this reporting, the Attorney General, alongside the Task Force, will evaluate whether additional executive measures are warranted based on public safety conditions in the District.
Sec.4. Beautifying the District of Columbia. (a) The Secretary of the Interior, in collaboration with the Attorney General, the Secretary of Transportation, the U.S. Attorney for the District of Columbia, the Administrator of General Services, the National Capital Planning Commission, and relevant local officials, shall devise and implement a program aimed at enhancing the beauty, safety, and prosperity of the District of Columbia.
(b) The initiative under subsection (a) shall include, at a minimum, the following components, as appropriate and in accordance with applicable laws:
(i) a comprehensive beautification strategy for Federal and local facilities, monuments, parks, and roadways within the District;
(ii) restoration efforts for Federal public monuments, memorials, and similar properties that have suffered damage or defacement or have been inappropriately altered in recent years;
(iii) removal of graffiti in high-traffic areas, with assistance from local resources;
(iv) proposals to ensure that Federal buildings and lands contribute to the upliftment and beautification of public spaces, fostering pride and respect among citizens for our Nation;
(v) a coordinated approach between Federal and local authorities to maintain cleanliness in public spaces, sidewalks, parks, highways, and transit systems throughout the District; and
(vi) encouragement of private-sector involvement in beautification and cleanup initiatives in the District.
(c) The Secretary of the Interior shall issue an immediate directive to the National Park Service for the swift removal and cleanup of homeless encampments and graffiti on Federal lands within the District, as permitted by law.
Sec.5. General Provisions. (a) Nothing in this order shall be interpreted as diminishing or otherwise affecting:
(i) the authority conferred by law to any executive department or agency, or its head; or
(ii) the responsibilities of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative matters.
(b) This order will be enacted in accordance with applicable laws and subject to the availability of funds.
(c) This order does not create any right or benefit, substantive or procedural, enforceable by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.
