President Donald J. Trump has taken a significant step towards securing America’s copper supply by signing an Executive Order that launches an investigation into the threats posed by copper imports to the nation’s national security and economic stability.

The Executive Order directs the Secretary of Commerce to initiate a Section 232 investigation under the Trade Expansion Act of 1962. This investigation will evaluate the national security risks associated with the United States’ growing reliance on imported copper and assess the need for trade remedies to protect domestic industry. The outcome of the investigation will be a report identifying vulnerabilities in the copper supply chain and offering recommendations to strengthen America’s domestic copper industry.

The President’s decision to address the potential threat to national security posed by foreign copper imports is crucial. Copper is a crucial material for national security, economic strength, and industrial resilience. It is essential for defense applications, infrastructure development, and the advancement of technologies such as clean energy, electric vehicles, and advanced electronics. In fact, copper is the Defense Department’s second-most utilized material.

Despite the United States having ample copper reserves, the country’s smelting and refining capacity falls behind global competitors like China, which controls over 50% of global smelting capacity. The U.S. is not even among the top five nations in terms of copper smelting capacity. This reliance on copper imports has risen from virtually 0% in 1991 to 45% of consumption in 2024, posing significant risks to supply chain security. Foreign overcapacity in smelting and refining, along with the possibility of export restrictions from other nations, could disrupt copper availability for U.S. defense and industry needs.

This Executive Order is part of President Trump’s broader efforts to strengthen American industry and ensure that U.S. trade policy serves the nation’s long-term interests. Since taking office, President Trump has implemented various measures to promote America First trade policies, including restoring tariffs on steel and aluminum, imposing tariffs on imports from China, and unveiling plans to address non-reciprocal trade agreements. Additionally, the President has taken steps to safeguard American innovation by considering tariffs to combat digital service taxes imposed by foreign governments on American companies.

In conclusion, President Trump’s Executive Order launching an investigation into America’s copper supply is a significant step towards protecting national security and enhancing the resilience of the domestic copper industry. By addressing the risks posed by foreign copper imports, the administration is working to ensure America’s economic strength and industrial security for years to come.
