NATIONAL SECURITY THROUGH NUCLEAR POWER DEPLOYMENT:

In a bold move, President Donald J. Trump has signed an Executive Order aimed at accelerating the deployment of advanced nuclear technologies to bolster national security. This initiative is particularly focused on powering artificial intelligence (AI) computing infrastructure and enhancing the capabilities of national security installations.

  • The Order mandates the Secretary of the Army to initiate a program to construct a nuclear reactor at a domestic military base, with operations expected to commence within the next three years.
  • The Secretary of Energy is directed to classify AI data centers—either located within or in collaboration with Department of Energy (DOE) facilities—as critical defense facilities, with the nuclear reactors supplying them labeled as essential electric infrastructure for defense.
  • The Secretary of Energy will identify suitable DOE sites and collaborate with the private sector to establish advanced nuclear technology aimed at powering AI infrastructure and meeting various national security goals within a 30-month timeframe.
  • The Secretary of Defense, alongside the Secretary of Energy, the Director of the Office of Management and Budget, and military department heads, is tasked with providing legislative and regulatory recommendations for the operation of advanced nuclear reactors on military bases.

FOSTERING PRIVATE SECTOR NUCLEAR COLLABORATION:

President Trump is actively working to dismantle governmental obstacles hindering private sector investments in advanced nuclear technologies at federal sites.

  • The Order instructs the Secretary of Energy to release a minimum of 20 metric tons of high-assay low-enriched uranium into a fuel bank accessible for private sector nuclear projects aimed at powering AI infrastructure at DOE sites.
  • The Secretaries of Energy and Defense will utilize their authority to facilitate the construction and operation of privately-funded nuclear fuel recycling, reprocessing, and fabrication facilities on federal property.
  • The Order encourages both Secretaries to consider categorical exclusions under the National Environmental Policy Act for advanced nuclear reactor projects on federal sites.
  • Federal agencies will prioritize the issuance of security clearances to expedite the distribution and utilization of nuclear energy and related technologies.

In an effort to bolster the U.S. nuclear industry, President Trump is strategically leveraging federal resources to promote American involvement in global civil nuclear projects.

  • The Order designates the Secretary of State or a designated representative to spearhead diplomatic initiatives and negotiations under section 123 of the Atomic Energy Act, facilitating U.S. nuclear industry access to new markets in allied nations.
  • Within 90 days, the federal government is set to develop strategies that will:
    • Enhance financing for U.S. nuclear projects and foster nuclear trade;

    • Provide financial and technical support to encourage the adoption of nuclear energy abroad.

  • Notably, 87% of new reactors worldwide are based on foreign designs, with a significant portion of the globe’s nuclear fuel sourced from abroad. By directing the Department of State and other agencies to actively pursue export opportunities, this initiative aims to fortify alliances and counteract potential adversarial control over the industry.
