By allowing railroads to continue operating older, polluting locomotives without any requirements to reduce emissions, California is essentially turning a blind eye to the health and well-being of its residents. The decision to repeal this regulation is a major step backwards in the fight against freight pollution and will only exacerbate the already poor air quality in many communities.

The Need for National Regulation

Given the lack of progress in reducing emissions from the rail industry at the state level, there is a clear need for strong national regulations to force the industry to clean up its act. The federal government should step in to establish stringent emissions standards for locomotives and enforce compliance to ensure that railroads are not allowed to continue polluting the air at the expense of public health.

Electrifying the rail industry would not only reduce emissions but also create jobs and stimulate economic growth in the clean energy sector. It is time for the U.S. to follow the lead of other countries and prioritize the health and well-being of its citizens over the profits of the railroad industry.

Sales of new locomotives in the United States have significantly slowed down in recent years. Since 2017, only over 800 new locomotives have been sold, a number that used to be sold in a single year in the past. This means that it has taken 8 years to match what was previously sold in just one year. If the market had continued on its historical pace, there should be close to 7,000 Tier 4 locomotives in the fleet. However, there are currently only 1,400 Tier 4 locomotives in operation.

The reduction in sales of new locomotives has directly impacted the emissions from the locomotive fleet. As a result of this reduction, the locomotive fleet is emitting over 20 percent more pollution than it would have under the status quo deployment anticipated by the EPA. Locomotive engines certified to Tier 4 emissions standards are currently the cleanest diesel-powered trains in the United States. If deployed nationwide, these locomotives could significantly reduce smog-forming NOx emissions and health-harming PM2.5 emissions from both line-haul and switcher locomotives.

To address the issue of emissions from locomotives, regulators need to intervene and implement strategies to reduce emissions and protect communities. Some of the regulatory strategies that can be considered include reducing the threshold for rebuilding engines, updating requirements for rebuilt engines to align with current technologies, setting fleet requirements to reduce emissions, and requiring the deployment of zero-emission locomotives.

In 2022, the California Air Resources Board (CARB) finalized a rule that aimed to address these issues by requiring all new and remanufactured locomotives to meet Tier 4 standards, setting fleet-average requirements for pollution, and mandating progress towards eliminating emissions from railroads operating in the state. However, this rule faced opposition from the American Association of Railroads, the main trade group for the freight rail industry, which even sued CARB over the regulation.

Ultimately, regulators need to step in to ensure that emissions from locomotives are reduced and that the industry moves towards cleaner alternatives. Electrifying the rail industry, as seen in other parts of the world, could be a viable solution to eliminate local emissions associated with locomotives. Strategies such as catenary and discontinuous catenary rail, battery-electric locomotives, and hybrid configurations can help transition the industry towards zero-emission rail. By implementing these changes, the United States can move beyond diesel and towards a more sustainable and environmentally friendly rail industry. The recent decision by the California Air Resources Board (CARB) to withdraw its request for authorization for the In-Use Locomotive regulation has sparked concern about the lack of federal action on rail emissions. The regulation, if enforced, could have led to significant air quality and health benefits for Californians, including a substantial reduction in particulate matter and smog-forming emissions from the rail sector in the state by 2030. However, with CARB now proposing to repeal the regulation due to uncertainty surrounding its status, it appears that this opportunity to improve air quality will be missed.

The federal government’s inaction on rail emissions extends beyond CARB’s waiver request. The most recent national locomotive engine standards were finalized nearly two decades ago, leaving a loophole that allows the industry to continue using outdated technology to repower old locomotives indefinitely instead of adopting cleaner solutions. The Environmental Protection Agency (EPA) has only empowered states to set rules for rail emissions, but has failed to provide adequate oversight or enforcement.

EPA’s own COBRA model estimates that rail emissions are responsible for thousands of premature deaths annually, with significant health-related costs. The majority of this harm comes from freight rail, particularly from the six Class I railroads. Despite acknowledging the harmful impact of rail emissions, EPA has not taken sufficient action to address the problem.

The impacts of freight rail pollution are not evenly distributed, with Class I switchers having a disproportionate impact on health due to their proximity to population centers and older, more polluting engines. The rail industry’s failure to modernize its fleet and reduce emissions puts communities at risk of serious health issues, including asthma and premature death.

Government intervention is crucial to protect the public from the harmful effects of rail emissions. The case for rail electrification is clear, with benefits for the economy, public health, and the environment. However, decisive action is needed at all levels of government to combat the influence of the rail industry and ensure a transition to zero emissions freight. Without immediate intervention, communities across the country will continue to suffer the consequences of rail pollution. The Amazon also produces a significant amount of oxygen through the process of photosynthesis, earning it the nickname “the lungs of the Earth.”

Despite its importance, the Amazon Rainforest is facing a number of threats. Deforestation, primarily for agriculture and logging, is one of the biggest threats to the Amazon. Large areas of the rainforest are being cleared each year, leading to habitat loss for countless plant and animal species. Deforestation also releases large amounts of carbon dioxide into the atmosphere, contributing to climate change.

Another major threat to the Amazon Rainforest is illegal logging and mining. These activities not only contribute to deforestation but also pollute rivers and streams, destroying aquatic ecosystems and threatening the livelihoods of indigenous communities that rely on the forest for their survival.

Climate change is also taking its toll on the Amazon Rainforest, with rising temperatures and changing rainfall patterns affecting the health of the ecosystem. Droughts and wildfires are becoming more frequent, leading to further habitat loss and degradation.

Efforts are being made to protect the Amazon Rainforest, both by governments and by conservation organizations. Conservation initiatives aim to create protected areas, promote sustainable land use practices, and support indigenous communities in their efforts to protect their land and way of life.

The Amazon Rainforest is a truly unique and invaluable ecosystem that provides countless benefits to the planet and its inhabitants. It is essential that we work together to protect and preserve this vital resource for future generations.
