The Department of Homeland Security (DHS) has declared the funeral a Special Event Assessment Rating (SEAR) Level 1—an honor usually reserved for events of extreme importance, such as the Super Bowl or presidential inaugurations.

The memorial is being conducted at State Farm Stadium in Glendale, Arizona, with an expected attendance of tens of thousands.
A senior DHS official confirmed, “The Department of Homeland Security has designated the upcoming funeral and memorial service as a Special Event Assessment Rating (SEAR) Level 1 event. This designation allows the federal government to deploy the full spectrum of law enforcement and security resources necessary to support local officials in ensuring a safe and successful event.”
The ceremony is taking place at State Farm Stadium in Glendale, Arizona, where thousands have already gathered to pay respects to the founder of Turning Point USA. Given the significant turnout, organizers have also arranged an overflow venue at Desert Diamond Arena to accommodate the crowds.
Anticipation has exceeded expectations, with over 200,000 individuals registering online to attend, outpacing the stadium’s capacity of approximately 63,000 to 73,000 seats. The secondary venue can accommodate an additional 19,000 attendees.

Massive Crowds
Desert Diamond Arena has been prepared as an overflow venue for an additional 19,000 attendees.

The Special Agent in Charge of Phoenix emphasized the federal government’s commitment to security, stating: “The U.S. Secret Service has been appointed as the Federal Coordinator for this effort. Our teams are already in Phoenix and Glendale, collaborating with state, local, and federal partners. We are fully devoted to ensuring these solemn events receive the necessary protection and support.”
High-profile speakers anticipated to address the audience include President Donald Trump, Vice President J.D. Vance, Secretary of State Marco Rubio, Secretary of Defense Pete Hegseth, Director of National Intelligence Tulsi Gabbard, White House Chief of Staff Susie Wiles, and Deputy Chief of Staff Stephen Miller.
Kirk’s widow, Erika Kirk, is also expected to speak at the event.

Enhanced Security Measures
As crowds lined up early to secure their places at the memorial.
Heightened security measures are being implemented. Organizers have advised attendees to carpool due to anticipated road closures and heavy traffic.
Additionally, a strict entry policy has been instituted: “Guests bringing bags, including clear bags, will NOT be permitted into the venue. You will need to return the bag to your vehicle and rejoin the line from the back.”
