In 1788, James Madison articulated in Federalist 51:
To adequately establish a framework for the distinct exercise of governmental powers—recognized as essential for safeguarding liberty—it is clear that each branch should possess its own will and that its members should be appointed in a manner that minimizes their influence over the others. Furthermore, it is vital that individuals in each branch remain as independent as possible from those in the others regarding the compensation tied to their offices. If the executive or judiciary were beholden to the legislature, the independence of those branches would be nominal at best. The ultimate safeguard against the gradual accumulation of power within a single branch lies in equipping those who govern each segment with the constitutional means and personal incentives necessary to resist encroachments from the others.
The founders placed their faith in human nature, particularly the ambition of power holders to safeguard their own authority as a means of ensuring mutual checks and balances among branches of government.
