Since the outset of Trump’s first administration, rumors have emerged about the president allegedly misusing the presidential pardon authority to sell pardons.
Democrats on the House Judiciary Committee have compiled these accounts and claim to have evidence that Donald Trump and his associates are involved in selling pardons.

What initially seemed like a minor misuse of presidential power has grown into what Democrats refer to as a full-scale cottage industry during Trump’s second term.
The Democrats detailed in their report:
In his second term, President Donald Trump and a group of MAGA insiders have developed a cottage industry involving dubious operatives, major campaign donors, and influential lawyers. These individuals lobby the White House and the Trump family to obtain presidential pardons and commutations for unrepentant white-collar criminals, deceitful conmen, corrupt foreign officials, kleptocratic leaders, and international drug traffickers.
This emerging cash-for-clemency network operates outside the Department of Justice (DOJ) and its Office of the Pardon Attorney, which traditionally requires proof of rehabilitation, remorse, redemption, and paid restitution, alongside considerations of fairness, mercy, and overriding merit for recommending pardons.
However, the MAGA pardon network is based entirely on the petitioner’s willingness to pay for access to the President and his close associates. This alarming decline in presidential ethics undermines the federal justice system, deprives victims of nearly $1.7 billion in restitution and fines, and results in a significant wealth transfer benefiting convicted criminals, MAGA insiders, and the President.
This scandal is immense and would likely have toppled any other administration, yet it represents just the beginning of the controversies surrounding Trump’s second term.
