During the industrialization of the food system in the mid-1800s, working-class Americans were consuming food that was often adulterated and unsafe. Dairy products, in particular, were prone to spoilage and contamination. Additives like borax and formaldehyde were used to preserve milk and butter, leading to health risks for consumers.

European countries had already implemented food safety regulations about 50 years before the US did, but America chose to rely on state and local laws rather than federal regulations. This lack of oversight allowed for unsafe practices to persist, with additives like lead compounds, Plaster of Paris, and gypsum finding their way into food products.

Ground coffee and spices were frequently adulterated, with ground coffee often containing bone, lead, or charred seeds, while spices were sometimes entirely made up of fillers like brick dust. Consumers started to become wary of adulterated products and began opting for whole beans instead. However, even whole coffee beans were not safe, as counterfeit versions made of pigeon beans, peas, wax, or clay began to circulate in the market.

Food fraud was so prevalent that even products like strawberry jam were not exempt. Blum found records of a congressional hearing where a food manufacturer confessed to selling a “strawberry jam” that was essentially red dye, corn syrup, and grass seed.

Today, thanks to the implementation of food safety regulations and advancements in food testing and monitoring, the food we buy is much safer. However, with regulatory agencies facing budget cuts, the future of food safety remains uncertain. It is essential to continue advocating for strong food safety regulations to protect consumers from the dangers of food fraud and contamination. Blum’s defense for the practice of adding harmful substances to food products in order to remain competitive in the market is a controversial one. In her argument, she highlights the historical context of food adulteration, where the lack of labeling and regulations led to numerous cases of illness and death. She points to incidents such as the formaldehyde poisoning in an Indiana orphanage and the deaths of thousands of infants in New York state due to adulterated milk as examples of the dire consequences of unchecked food contamination.

The push for purity in food products began with calls from various groups, including women’s organizations and the “pure food” movement of the late 1800s. The FDA continues to play a crucial role in oversight, research, and responding to emerging threats in the food supply. The ongoing efforts of regulators, industry stakeholders, and researchers like those at the Institute for Food Safety and Health underscore the importance of ensuring the safety and integrity of the food supply for consumers. The future of FDA research and testing labs is uncertain as major budget cuts and a reorganization plan looms under the proposed Trump Administration budget. The plan aims to shift most food testing responsibilities to the states, raising concerns among experts in the field.

As the landscape of food regulation undergoes changes, the need for vigilant monitoring and adaptation becomes paramount to ensure the continued safety and quality of the food supply chain. Experts stress the importance of maintaining strong regulatory mechanisms to address emerging challenges and uphold consumer confidence in the safety of the food they consume.
