Proclaimed by the President of the United States of America

A Proclamation

During this National Cybersecurity Awareness Month, my Administration reaffirms its dedication to enhancing our Nation’s cybersecurity, aiming to better the lives of Americans, protect our sovereignty, and defend the rights of each citizen.

In recent years, the evolution of cybersecurity has unveiled new threats that challenge our national security and privacy. Criminal enterprises and adversaries abroad have persistently launched cyber operations targeting American individuals and businesses. These attacks have disrupted essential services across our country, leading to damages that amount to billions.

To combat this, earlier this year, I enacted an Executive Order designed to bolster our Nation’s cybersecurity. This initiative emphasizes critical defenses against foreign cyber hazards and promotes secure technology practices. Among several important steps, this order directs Federal Government efforts towards advancing secure software development, mandates the use of the latest encryption techniques, and shifts the focus of artificial intelligence cybersecurity endeavors towards identifying and managing vulnerabilities instead of restricting lawful discourse by American citizens.

I am particularly proud of the First Lady’s unwavering leadership in protecting the digital well-being of America’s youth. Earlier this year, she advocated for the bipartisan TAKE IT DOWN Act, which serves as a significant legislation providing enhanced protections for families and youth against the distribution of non-consensual intimate images and various forms of online exploitation. Her dedication underscores the notion that cybersecurity transcends infrastructure and networks; it is about safeguarding the dignity, privacy, and welfare of every American child.

We are prioritizing the interests of American citizens and businesses in the digital space, ensuring that our legacy of freedom persists in the modern age. We are driving innovation by removing needless regulatory hurdles and fostering greater investments in our technology sector. My Administration is committed to establishing a secure cyberspace for America.

This month, particularly, the First Lady and I urge all Americans to take proactive measures to protect their personal devices, technology, and data—such as employing stronger passwords, enabling multifactor authentication, reporting suspicious emails, backing up essential data, and routinely updating software. We reaffirm our commitment to harness the full potential of American innovation to meet every challenge to our privacy, freedom, and national safety—and we pledge to remain steadfast in our dedication to the lives, liberties, and security of the American populace.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of this nation, do hereby proclaim October 2025 as National Cybersecurity Awareness Month. I urge the citizens, businesses, and institutions of the United States to acknowledge the vital significance of cybersecurity and to celebrate this month through events, training, and educational initiatives that will enhance our nation’s security and resilience.

     IN WITNESS WHEREOF, I have set my hand this seventeenth day of October, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and fiftieth.
